| Public policy implementation is the core responsibility of governments at all levels,also,it is an important embodiment of the modernization of national governance system and governance capacity.However,in the period of social transformation in China,the policy environment is becoming more and more complex.There was great effects to the administrative capacity of the government while many policies often fail because of various factors in the process of formulation and implementation.Therefore,it is particularly urgent to solve the problem of failures of policy implementation.With the continuous progress of urban modernization,in consideration of traffic order,travel safety,urban environment and social security,large and medium-sized cities in China have begun to ban motorcycle,but from the perspective of implementation effect,the effect is not obvious.I takes Shantou’s anti motorcycle policy as the research object,and takes "why does Shantou’s" anti motorcycle "policy fail and how to improve the performance of the policy" as the research problems.Through reviewing of the core concepts and problems such as policy failure and policy implementation,I analyzes the current situation of policy failure and policy implementation.Base on The Policy Implementation Process of Thomas B.Smith’s,This paper build the analysis framework,through the methods of questionnaires,interviews and so on,investigated and analyzed the implementers and target groups,from the four dimensions of policy itself,implementers,target groups and policy environment,to analyzed the four reasons for the failure of Shantou’s anti motorcycle policy,and based on the experience and practice of other cities,I puts forward countermeasures and suggestions.Through the research,I draws the following conclusions of the implementation of Shantou’s anti motorcycle policy: first,the policy,which is lack of supporting policies,provisions are not clear and the feasibility is not high;second,the unclear division of labor of the executive body leads to unclear functions,unclear rights and responsibilities,uneven quality of the executive staff,lack of unified learning and training,and insufficient publicity of the anti motorcycle policy;third,the public’s low recognition of the anti motorcycle policy and the dissatisfaction of their commuting needs lead to their resistance;fourth,laws and regulations,supervision mechanism is not perfect,public transport is imperfect. |
