A Study On The Practice Of Consultative Democracy Of The Cppcc At Yhe Grassroots Level

After the eighteen Party’s Congress,the Central Committee of the Communist Party of China has paid great attention to deliberative democracy.General Secretary Xi Jin ping has pointed out in promoting the Deliberative Democracy: "promoting consultative democracy is conducive to improving people’s orderly political participation,enhancing the flesh and blood ties between the party and the masses,and promoting the scientific decision-making of policy-making." The deliberative democracy of the CPPCC can best truthfully reflect the opinions of all levels and directly reflect the voice of the people.Starting from the research background and significance of grass-roots deliberative democracy,referring to the current situation of theoretical research at home and abroad,this paper combs the concept and theory of deliberative democracy,studies the definition,characteristics and value of grass-roots deliberative democracy,and combines the basic ways of realizing CPPCC deliberative democracy in China,that is,realizing democratic consultation through political consultation Reflect the CPPCC democratic consultation through democratic supervision,highlight the CPPCC democratic consultation in the practice of participating in and discussing politics,and realize the CPPCC democratic consultation in cooperation.Based on the development of grass-roots consultative democracy of the CPPCC in Xuyi county and its experience and practices,this paper analyzes the existing problems of grass-roots CPPCC consultative democracy,such as insufficient main role of grass-roots CPPCC members,imperfect self-construction of grass-roots CPPCC organs Based on the problems such as the imperfect performance system of the grass-roots CPPCC,this paper comes to three reasons: the weak awareness of the grass-roots CPPCC members to perform their functions,the non-standard development of consultative democracy activities at the grass-roots level,and the unreasonable internal structure of the CPPCC organs.Finally,it puts forward the Countermeasures to improve the consultative democracy of the grass-roots CPPCC: strengthening study and improving the ability of the members to perform their duties;Promoting the old and bringing forth the new and improving the way members perform their duties;Focus on the grass-roots level,clarify and refine the content of deliberative democracy;Strengthen the foundation and strengthen the party building of the CPPCC system;From the five aspects of perfecting the legal system and improving the system of members’ performance of duties,this paper discusses the methods of promoting the consultative democracy of the grass-roots CPPCC,and promotes the multi-level development of consultative democracy.
