Research On The Resistance And Countermeasures Of The Grassroots CPPCC's Deliberative Democracy Practice

With the continuous advancement of China's reform and the change of major social contradictions,the advantages and role of the CPPCC in deliberative democracy are becoming more and more significant.As the bottom layer designed by the CPPCC,the grassroots CPPCC has ushered in new opportunities and new challenges.In the face of the new situation and new tasks,how to promote consultative democracy of the CPPCC at the grassroots level to play the role of promoting consensus and harmony is of great practical significance.This article analyzes the Chinese people's political consultative conference deliberative democracy at the grass-roots level of related concepts and theoretical basis,this paper expounds the basic deliberative democracy thought and practice of the development process of Chinese people's political consultative conference,form and profile,using the method of literature review,survey method,induction and statistics analysis and other research methods,with X cppcc.in deliberative democracy practice as the research object,analyzes the resistance of the X cppcc.in advance deliberative democracy,the reasons for the resistance the development committee of the consultative democracy at the grass-roots level and the Suggestions are put forward.In view of the problems existing in the CPPCC in X county,such as low consultation enthusiasm of the CPPCC itself,uneven consultation ability of CPPCC members,unbalanced development of consultative democracy,irregular consultation procedures and low conversion rate of consultation results,From the long-term feudal rule,the lack of democratic tradition,the insufficient understanding of some party and government leaders,the influence of the internal structure setting of grassroots CPPCC organs,the weak constraint of consultative democracy system,the disadvantages of the mechanism for appointing and removing members and other resistance factors,the paper proposes to optimize the atmosphere of consultation based on the practice of grassroots.Improve the consultation system;Making consultation more effective;Measures such as improving the consultative capacity of grassroots CPPCC committees are aimed at promoting institutionalized,procedural and standardized consultative democracy of grassroots CPPCC committees.
