Study On The Impact Of Long-Term Care Insurance On Women’s Labor Participation

Abstract/Summary:
The deepening of aging and the continuous expansion of the disabled population have led to a gradual increase in the demand for elderly care in China,coupled with the trend of miniaturization of the family structure,which has brought a huge impact on the family pension security function in China.As the main undertaker of family elderly care,women are facing increasing care pressure,and the contradiction between family elderly care and female employment is becoming increasingly prominent.In order to meet the long-term care needs of the disabled elderly and improve the welfare of the disabled elderly and their families,China began to formally explore the long-term care insurance system in 2016,and the effect has begun to initially manifest up to now.Whether long-term care insurance can alleviate the contradiction between elderly care and employment in female families needs to be evaluated.Based on the data from the China Health and Elderly Care Tracking Survey Database(CHARLS)in 2011,2013,2015,and 2018,this study investigated the impact of long-term care insurance on women’s labor participation by using difference in differences(DID)and propensity score matching dual difference(PSM-DID)methods,with women aged 16-55 as the research subjects.The research results show that,first,long-term care insurance has a significant promoting effect on women’s labor participation.After implementing long-term care insurance,women’s labor participation probability increases by 17.5% to 20.2%.Second,the more long-term care insurance coverage,the stronger the role of promoting women’s labor participation.Each additional long-term care insurance coverage increases the probability of women’s labor participation by 6.7%.Thirdly,the implementation of long-term care insurance has reduced family care time and promoted women’s participation in labor by reducing the burden of family care.Fourth,there is significant heterogeneity in the promotion effect of long-term nursing insurance on women’s labor participation: the promotion effect is stronger for women with lower education levels below junior high school,but weaker for women with higher education levels;The promotion effect on labor participation is greater for women aged 16-25 and 36-45,but weaker for women aged 26-35 and 46-55;Compared to women with siblings who share the burden of elderly care,long-term care insurance has a stronger role in promoting labor participation among only child women with heavy elderly care burdens.Based on the previous research results,propose development suggestions for long-term care insurance.We should accelerate the construction of legal systems and expand policy coverage;Enrich the content of benefits and improve home care services;Innovate nursing service forms and improve service supply quality;Scientifically formulate nursing standards to ensure the protection of severely disabled individuals.
