Since Biden took office,the U.S.government has re-examined the importance of its Asia-Pacific allies,and has formed a new chain of Asia-Pacific alliance systems by strengthening political and military cooperation with allies and expanding and deepening relations with ASEAN.Implement A new strategy of encircling,chasing and intercepting China to disrupt the stability of East Asia.As a neighboring country of China and a staunch ally of the United States,the Philippines is undoubtedly a key pawn for the United States to contain China in the Asia-Pacific region.Therefore,China must have plans and responses.An in-depth analysis of the inherent contradictions of the U.S.-Philippines asymmetric alliance,and suggestions for China to deal with the new situation of the U.S.-Philippines asymmetric alliance,have certain academic and practical value.After the United States and the Philippines signed the "Mutual Defense Treaty" on August 30,1951,the US-Philippines asymmetrical alliance was formally established.Through combing the historical development of the U.S.-Philippines asymmetric alliance,it is found that the purpose of the U.S.-Philippines asymmetric alliance is because the two sides have a high degree of strategic fit,consistent threat perception,and strong economic complementarity.It mainly focuses on political cooperation,defense cooperation,and economic cooperation.It carries out actions based on content,and has the characteristics of military alliance,asymmetry,master-slave,and stability.After an in-depth analysis of the new situation of the US-Philippines asymmetric alliance,it is found that there are internal contradictions in the US-Philippines asymmetric alliance,that is,the weakening of master-slave,narrowing of asymmetry,and prominent instability.The reasons are,first,the failure of the U.S.alliance management mechanism for the Philippines and the improvement of the Philippines’ diplomatic autonomy;second,after the relative strength of the United States has declined,the U.S.government has placed more emphasis on strengthening its own strength through allies on security issues;third,The state of the alliance after the change of leadership is affected by factors such as the degree of strategic fit,threat perception,and economic complementarity among the current governments of the member states,as well as the dilemma of being abandoned and implicated in the current asymmetric alliance between the United States and the Philippines.Based on this,China should take the initiative to formulate a foreign policy to deal with the new situation of the US-Philippines asymmetric alliance,proceed from the overall situation,continue to promote the construction of a new type of international relations,and at the same time flexibly use the internal contradictions of the US-Philippines asymmetric alliance to formulate a plan in two parts.In response to the policies and guidelines of the United States and the Philippines,the situation in the South China Sea has been stabilized and improved,and China has developed steadily. |
