Law is an important instrument of the state.To build a socialist legal system with Chinese characteristics and a socialist country under the rule of law is the persistent exploration and unremitting pursuit of Chinese Communists in the new era.At the 18 th National Congress of the CPC,the rule of law was established as the basic way of governing the country.At the Fourth Plenary Session of the 18 th CPC Central Committee,general arrangements about Law-based governance on all fronts have made.AT the 19 th CPC National Congress,the important and significance of Law-based governance on all fronts in the new era were emphasized.At the Fourth Plenary Session of the 19 th CPC Central Committee,the important role of the rule of law in promoting the modernization of China’s governance system and capacity was stressed.AT the Central Working Conference on Comprehensive Rule of Law,the concept about Xi Jinping’s Thought on Rule of Law was first presented,becoming the main one research topic of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era.AT the 20 th National Congress of the CPC,a special chapter was made on the construction of the rule of law,emphasizing the revolutionary significance of the rule of law in national governance and the key work to continue to advance on the new journey.Thoroughly study the thought of Xi Jinping’s Thought on Rule of Law,grasping its ideological origin,clarifying its formation vein,mastering its main content and expounding its value of The Times,which is of great significance for the practice of socialism with Chinese characteristics in the new era.This paper uses literature analysis,historical research,interdisciplinary research,and both theory and practice to make an in-depth study of the thought of Xi Jinping’s Thought on Rule of Law.First of all,starting from the theoretical origin,this paper explores the inheritance and development of Xi Jinping’s Thought on Rule of Law to the Marxist classic writers’ rule of law thought and the Chinese-style Marxist rule of law thought,the innovation of the Chinese excellent traditional legal culture,and the critical reference to the western excellent rule of law civilization.Secondly,based on Xi Jinping’s decades of political experience,the paper combs Xi Jinping’s practice of rule of law for the people,rule of law for the town,rule of law for the city,rule of law for the province,rule of law for the county,in order to reveal its development course.Thirdly,based on Xi jinping’s theories on the Law-based governance on all fronts and the Rule of law in China since the 18 th National Congress of the CPC,and with "Eleven adherence" as the specific practical requirements,the paper attempts to subdivide the theoretical system of Xi Jinping’s Thought on Rule of Law into "five theories",which are based on the logic line of "why and how to Law-based governance on all fronts".Namely,the theory of political principles,the strategic position theory,the work layout theory,the main task theory,the important guarantee theory.Finally,the paper expounds its time value from two perspectives:on the one hand,in terms of theoretical value,Xi Jinping’s Thought on Rule of Law has realized the new leap of adapting The Marxist theory of rule of law to the Chinese context and the needs of our times,has realized the innovation and development of the socialist rule of law theory with Chinese characteristics,and has realized the transformation and development of the excellent traditional Chinese legal culture,has realized the breakthrough of Western capitalist human rights concept.;on the other hand,the paper focuses on three aspects to analyze its practical value,including the Rule of law in all respects in the new era,human political civilization,and good global governance.
