Research On The Social Assistance In The Context Of The Frequent Occurrence Of Public Health Events

Sudden public health events not only have an impact on the health of the public,but also endanger the lives of the public and even the economic and social development of the country.Expose some weaknesses and weaknesses in current social governance.To this end,we must deeply learn from the lessons learned,promptly supplement and strengthen the people’s livelihood.Keeping the bottom line of people’s livelihood in place is the top priority,giving full play to the role of social assistance as a bottom line,and protecting a large number of vulnerable groups arising from public health events.Currently,China has a high cost and significant difficulties in clearly identifying and assisting disadvantaged groups,which has led to many disadvantaged groups being excluded from the scope of social assistance.Among them,the problems of difficulty in assisting migrant populations and the shortage of assistance resources for the elderly with diseases are more prominent,and there are problems such as a single assistance content and weak grassroots forces.Therefore,it is particularly important to establish and improve a hierarchical and classified social assistance system.This article selects H Street in C City as a research case based on the following two considerations: First,H Street has a relatively advanced concept of assistance,gradually shifting from traditional "passive assistance" to "active discovery",from "reducing poverty" to helping them "out of poverty".In addition,H Street strives to promote the spirit of social solidarity and provide diverse social assistance projects to the needy,Therefore,it has the conditions to study representative samples.Secondly,since the frequent occurrence of public health events in 2020,the number of people assisted by H Street has reached about10000,which has achieved relatively good social benefits in the field of grassroots assistance.Therefore,taking H Street as a research case has certain practical significance.This article classifies assistance into basic assistance,special assistance,emergency assistance,etc.according to the content of assistance,introduces the different types of assistance,assistance content,and assistance methods of H Street,analyzes the current minimum living security situation,temporary assistance,and migrant population assistance situation of H Street,and uses unstructured interviews as a basic tool to communicate with the staff of relevant functional departments of social assistance in H Street More than 20 people including the public conducted unstructured interviews.Collect 30 cases through online news,witness memories,and other methods to analyze and summarize.The research found that the main difficulties in the rescue of H Street are: the establishment of the social assistance system is not yet perfect,the grassroots service capacity is limited,the migrant population is difficult to rescue,and the elderly population with illness is short of care resources.Based on the successful experience of other provinces,this article expands and classifies the target groups and content of social assistance based on social rights theory,Maslow’s demand theory,and goal positioning theory,breaking through the traditional way of dividing the target groups of social assistance.Therefore,this article attempts to start with the current situation of social assistance in H Street,carefully analyze the existing problems and causes of the existing rescue assistance in H Street;The social assistance mechanism is not perfect,the standards and forms of assistance are single,the social participation of people in difficulties is insufficient,and the social emergency management mechanism is not sound enough,so as to propose countermeasures or future improvement directions.This article analyzes and evaluates the policy background,institutional status,key and difficult points,and policy recommendations for improving the classified and hierarchical social assistance system.It is believed that the key and difficult points for improving the classified and hierarchical social assistance system mainly focus on migrant population assistance,urban and rural coordination,assistance methods,assistance resources,policy convergence,and management systems.Therefore,we should encourage the social participation of people in need,gradually improve the ability of vulnerable groups to lift themselves out of poverty,gradually achieve social assistance in modernize city and rural areas,complement the institutional weaknesses of the floating population,clarify the interrelationship between the relief subject and the relief object,scientifically analyze the causes of difficulties,study and formulate classified relief policies,gradually improve the formulation and adjustment methods of relief standards,establish basic livelihood assistance,special social assistance Emergency social assistance is the main body,supplemented by the participation of all sectors of society,and covers a comprehensive hierarchical and classified social assistance system to better respond to health emergencies.
