Research On The Reform Of Newspaper Construction And Approval System In X City Under The Background Of "Multi-regulation Integration"

Each industry has its own system,and its contents are different.At the same time,planning is the direct embodiment of departmental administration and consolidation of administrative power.To some extent,this has led to problems such as multi-party co-governance,fragmentation of departmental rights and duties,and poor approval process.In order to correctly implement the central government’s "multi-regulation" reform policy and spirit,deepen the reform of construction approval system,and further solve the above problems,X City set up a natural resources planning department in 2019,and simultaneously carried out the "multi-regulation" reform.The reform of construction approval system deepened from macro planning level to micro implementation level,and achieved phased results.After analyzing the research of domestic and foreign experts and scholars on the administrative approval system and the reform of "multi-regulation",this paper briefly describes the content of the reform of "multi-regulation" X city’s approval system,and then analyzes the partial effects of the reform of "multi-regulation" X city’s approval system from four aspects: the time-consuming evolution analysis of "one book and two certificates",the sampling analysis of approval procedures,the inspection rate of approval license and the qualification rate analysis of approval license.According to the analysis of the phenomenon,the survey method is used to quantify the comprehensive evaluation of the "multi-regulation-in-one" X city newspaper construction and approval system reform into scores.The survey summarizes six issues,such as information exchange,top-level design,approval service,supervision and management,staff quality,and governance guarantee.After that,based on the practical experience of "multi-regulation integration" reform in Xiamen,Nanjing,Changsha and other three cities,the universal reform contents of "multi-regulation integration" are summarized,and the characteristic contents of their respective reforms are analyzed.Finally,using the academic theories of whole government and process reengineering,taking the perspective of public governance and people-oriented needs as a foothold,this paper puts forward the countermeasures and suggestions applicable to the reform of "multi-regulation in one" in X city through problem-orientation:on the one hand,from top to bottom,through problem-orientation and goal-orientation,the top-level design,approval process,platform system and other contents are positively optimized,non-administrative matters are liberalized,and government services are streamlined.On the other hand,from bottom to top,the contents of supervision and management,governance guarantee,public participation,staff quality and so on are reversely optimized through the result orientation,so that the public can change from "accepting control" to "enjoying service",and the people-oriented integrated government service can be further realized through multi-directional and multi-angle optimization countermeasures,which also echoes the "cake theory" put forward by this paper in the countermeasures and suggestions for future reform.
