A Study On The Discourse Rhetoric Of Government Notification Text Causing Secondary Public Opinion

At present,risk society has become a common understanding,major social events frequent public opinion,seriously endanger social order.As the manager and maintainer of social order,the government issued notification text in line with the principle of information disclosure,in order to achieve the purpose of effective public opinion governance,but part of the text did not effectively guide public opinion to turn,but caused secondary public opinion.Based on the theory of discourse and rhetoric,this study will use the research method of discourse analysis and content analysis to analyze the notification texts of secondary public opinion caused by major social events in China in recent years,explore the rhetoric features of the text discourse,and summarize the problems existing in the expression of official discourse.A comprehensive analysis of 61 notification texts that caused secondary public opinion found that: the title of the text presented a single expression of spectator style,random expression led to the dislocation of official discourse and public demand;The expression of vocabulary appeals to the submission of action,causing public opinion entanglement;Syntax mostly adopts the command position to constantly strengthen the image of government power and eliminate the positive influence of the notification text.At the level of text content,indirect discourse description is often used to maintain government authority in a preconceived way.The style of discourse is mainly objective and serious.Framework level,mainly adopts the disposal of the framework,progress reporting framework,problem solving,frame construction,liability attribution framework for discourse text,along the "incident broke out--information disposal results" the order of the ongoing situation,and to ignore the facts and time preference has emphasized on value details hysteresis characteristics,too much attention to respond to the completion of the form itself.The problem notification text is constructed by top-down traditional discourse mode,which is ambiguous in some key factual information and avoids the focus of public discourse.In addition,the discourse response is not timely,which leads to the "separation" between official discourse and public discourse,deepening discourse confrontation and triggering secondary public opinion.Therefore,in view of these problems,the government should take the initiative to respond to secondary public opinion,establish a perfect information response mechanism,continue to disclose factual information,and use rhetoric discourse to improve the notification text to effectively govern public opinion.
