Along with the rapid development of China’s economy and the deepening of the new urbanization,the contradiction between supply and demand in China’s construction land market has been intensifying.Promoting the market entry of rural collective operating construction land is an important way to establish a unified urban and rural construction land market,and is an inevitable choice to coordinate urban and rural development,promote new urbanization,improve land use efficiency,and achieve common prosperity.The No.1 Central Document in 2022 points out that the implementation of key tasks of rural reform should be grasped,and the market entry of rural collective operating construction land should be promoted steadily and orderly.As the manager and participant of the market entry,the behavior choice of the local government in promoting the market entry has an important impact on the effectiveness of the market entry reform.At the current stage of market entry practice,local government has achieved a series of reform results in formulating market entry rules,establishing land markets,and coordinating revenue distribution,but there are also "overstepping","missing" and "misstepping" behaviors of local government,which restrict the orderly promotion of market entry.Therefore,clarifying the functions of local government in the market entry,revealing the influence factors of local government in promoting the market entry and analyzing its influencing mechanism,and putting forward operable policy suggestions on this basis are the key issues that need to be solved in the current stage of deepening the market entry reform.This paper,on the basis of combing domestic and international literature,is guided by theories such as government function theory,institutional change theory,land rent theory,and game theory,and takes the influence factors of local government’s promotion of the market entry as an entry point,and summarizes the problems of local government in the market entry on the basis of clarifying the functions of local government,analyzes the influence factors of local government’s promotion of the market entry through theoretical research,and systematically analyzes the influence of factors such as economic development level,land finance dependence,central government reform requirements,and collective value-added revenue distribution on local government’s promotion of the market entry.Secondly,a random effects model is used to empirically test the influence of each influence factor on local government’s promotion of the market entry and the degree of influence by using panel data of the market entry reform in pilot areas.Finally,based on the above theoretical analysis and empirical research,we propose policy recommendations to improve local government’s promotion of the market entry.The main conclusions of the paper are as follows.First,local government mainly has the functions of providing institutional protection,fostering land market,coordinating revenue distribution,and maintaining market order in promoting the market entry.Second,the results of the normative analysis show that local government’s behavior in promoting the market entry varies significantly among pilot regions and confirm the necessity of local government to promote the market entry,revealing the influence of the degree of dependence on land finance,the level of economic development,the central government’s reform requirements,and the distribution of collective value-added proceeds on local government to promote the market entry.Third,the mechanisms of each influence factor on local government to promote the market entry are: the level of economic development promotes local government’s promotion of the market entry,the degree of dependence on land finance constrains local government’s promotion of the market entry,the central government’s reform requirements motivate local government’s promotion of the market entry,and the distribution of collective value-added proceeds promotes local government’s promotion of the market entry.Fourth,the regression results of the random effects model show that the limited scope of the market entry and the disadvantaged status of village collectives lead to a positive but insignificant relationship between the urbanization rate and the distribution of collective value-added revenue on local government’s promotion of the market entry,the degree of dependence on land finance has a significant negative impact on local government to promote the market entry,and the central government’s reform requirements have a significant positive impact on local government to promote the market entry.At the present stage,the research on the market entry of rural collective operating construction land is mainly focused on the macro level,and there are fewer studies based on the local government level.This paper attempts to focus on the local government level,clarify the functions of local government,and reveal the influence factors of local government’s promotion of the market entry,which broadens the research perspective.Secondly,based on the normative and empirical analysis of the influence factors of local government’s promotion of the market entry,this paper not only analyzes the mechanism of each influence factor on local government’s promotion of the market entry,but also empirically tests the influence of each factor on local government’s promotion of the market entry and the degree of influence.Finally,based on the above theoretical and empirical researches,this paper proposes policy recommendations for improving local government’s promotion of the market entry,such as clarifying the functions of local governments,constructing supervision and management mechanisms,and exploring the transformation path of land finance,which have certain academic value and practical significance.
