With the advent of the network era,the media,opinion leaders and the vast number of netizens have become accustomed to using the Internet to play the role of the right to know,the right to participate,the right to express and the right to supervise.However,when news events move to the Internet,they attract the public’s attention,and at the same time,it is easy to cause public opinion storms of different sizes on the network.Public crisis events are particularly concerned,which brings new risks and challenges to the modernized governance of the government.The State Council,the National People’s Congress Standing Committee(NPCSC),and the Cyberspace Administration of China(CAC),etc.have issued laws and regulations on public crisis management,network public sentiment management,and administrative information public.The Huai’an Municipal Government,which keeps in step with the national policy,has achieved some success in the management of online public sentiment in public crisis events.But there are still some governance issues.This thesis has carried out research on these issues.For the governance of online public sentiment,it is found that relevant government departments must master the laws of information dissemination and apply them.The theories used in this thesis are 4R Crisis management theory,Life Cycle theory,Silent spiral effect,New public management theory and so on.Two cases are selected,focusing on campus safety and production safety respectively,through case analysis method,questionnaire survey and interview method,understanding the current situation of Huai’an government’s governance of online public sentiment in public crisis events,to further analyze and study the governance situation.In the management of online public sentiment in public crisis events,it is found that Huai ’an government has some problems,such as lack of flexibility and elasticity in handling incients,insufficient effective guidance of public opinion information,passive response to public opinion,delayed early warning and monitoring of public opinion,as well as inadequate implementation of government governance measures.The causes include the lack of perfect regulations and rules for governing public sentiment,the lack of organizational coordination and cooperation for guiding public sentiment,the lack of active professionals in governing teams,the lack of mature technology application for network supervision,and the lack of credibility and affinity for government agencies.After studying and analyzing this,then studying a case of governance of online public sentiment in Nanjing in 2021.This thesis tries to come up with countermeasures to solve the problems.The first is to improve the regulations and implemented rules for the supervision of network public sentiment.The second is to build a crisis public sentiment guidance and multi-governance system.The third is the personnel management system and establishment of public sentiment prediction mechanism.By statistically analyzing people’s general psychology and predicting the trend of public opinion in advance through a team of professional talents,we can take better measures such as guidance,shorten the duration of public sentiment as much as possible,and push online public sentiment into the fading period as soon as possible.The fourth is to establish an early warning and monitoring information system for network public sentiment.The fifth is to strengthen the construction of the government’s own ability and authoritative image.It is hoped that this study can provide new ideas for Huai’an government to deal with public crisis online public sentiment,reduce the difficulty and pressure of the government to deal with related problems,promote better governance and maintain social stability and harmony.
