| In the context of the continuous development of China’s economy,people have paid more attention to their children’s education.However,there still exist some problems in China’s public education,such as the scarcity of high-quality teachers and the imbalance in the allocation of educational resources.Therefore,after-school training institutions have become the choice of many parents in their children’s after-school time.Extracurricular training institutions,as a supplement to classroom teaching,have played some positive roles,in recent years.The continuous increasing size of extracurricular training institutions and the rapid development of the industry have attracted the crazy influx of capital,damaging the fairness of education,triggering disorderly competition,and causing a huge burden to students and parents.In order to curb the chaos of off-campus training,in July 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Student’s Work Burden and Off Campus Training Burden during the Compulsory Education Period,explicitly requiring local regulatory authorities to earnestly implement them.Over the past year,local authorities have actively performed the double reduction policy and achieved positive results in a short time.However,the ultimate goal of the double reduction policy was not a moment work.After the special rectification work of double reduction in various regions,off-campus training institutions are still operating in violation of regulations from time to time.The supervision of training institutions has become a long-term continuous work of the government,which will also face a variety of complicated situations.Therefore,effectively combining various forces both inside and outside the government,balancing each aspect of the supervision and setting effective industry regulations are the key to solve the dilemma of supervision and realize the effective implementation of the double-reduction policy.This thesis takes the supervision of extracurricular training institutions targeting of primary and secondary schools in D city as the research object,through the questionnaire for related bodies,to understand parents’ demands and the legal operation of training institutions and the publicity work and its effectiveness of the supervision department,and summarize the existing problems in the supervision,such as the lack of protection of the rights and interests of the training subjects,the shortage of institutional safety supervision,the omission in the regulation of illegal school,and the absence of publicity and implementation of the doublereduction policy.Through interviews with relevant personnel,it is found that the causes of the above problems are the lack of cooperation with parents,unclear responsibilities between functional departments,the lack of laws and regulations governing off-campus training institutions,and the deficiency of staff in the supervision working group.In the end,the thesis puts forward some suggestions on the supervision of education and training institutions in D City from the perspectives of the diversified cooperation and the improvement of supervision team and regulations. |
