Research On Problems And Countermeasures Of Business Environment Construction In Longtan Industrial Park,Chengdu

In recent years,with the transformation of China’s international division of labor and economic development goals,building a more open,compatible,streamlined,fair,and legal business environment has become an urgent task for governments at all levels at present.In order to adapt to the international situation,China has conducted a series of explorations on the path of creating a high-quality business environment.In July2021,the Development Research Center of the State Council hosted the "Seminar on Cultivating Market Entities and Optimizing Business Environment",which put forward more specific requirements for the internationalization and modernization of the business environment.Chengdu actively responds to the national call for the construction of a business environment and has completed four major business environment reforms in recent years.Currently,the main task of Chengdu’s business environment construction has shifted to creating an international consumer city name card,strengthening the core functions of the city,enhancing the competitiveness of enterprises,and enhancing people’s happiness.The construction of a new type of functional zone business environment is a breakthrough in the construction of urban business environment.This article aims to improve the regional business environment,build regional core competitiveness,and contribute to the construction of Chengdu’s business environment by studying the business environment of Longtan Robot Functional Zone.Starting from the resource supply,theme equality,process simplification,ecological construction and other contents in the construction of business environment in Chengdu Longtan Robot Functional Zone,this paper analyzes the government’s administrative efficiency level,management mode optimization,service awareness establishment and other conditions,and combines the theoretical basis of administrative efficiency,new public management,new public service,etc.,to deeply analyze the problems in the construction of business environment in Longtan Industrial Park.Firstly,according to the relevant academic research results and the construction mode of the business environment in the park,the analytical framework of "administrative efficiency-management mode-service awareness" is established;Secondly,based on the current construction results of the business environment in the park,this paper analyzes the difficulties and problems faced by the government in the establishment of administrative efficiency,management model process and service awareness;Finally,starting from the analysis framework,find out the main reasons for the construction of the business environment in the park and provide reasonable countermeasures to solve the current difficulties faced by the construction of the business environment in the park.The construction of business environment in Longtan Industrial Park is full of restrictive factors such as low administrative efficiency of the government,backward management mode and insufficient service awareness.Based on the above problems,relevant business environment construction entities need to take decisive measures,such as improving administrative efficiency by streamlining government processes and improving the digitalization level of government affairs,realizing effective management of various entities through the reform and management process,and establishing government service awareness by meeting public interest demands,strengthening communication and consultation with enterprises and the public.Based on the research on the problems and countermeasures of the construction of the business environment in the park,it can not only solve the current development difficulties of the park,but also provide valuable experience and inspiration for the construction of the business environment in other municipal functional areas.
