Improving the business environment is a major decision made by the CPC central committee and the state council under the new circumstances and an important measure to promote high-quality development.Shandong earnestly implemented the decisions and arrangements of the CPC central committee and the state council,advanced the reform of"delegating power,improving regulation and servicing",profoundly transformed government functions,and continuously improved the business environment,with positive results achieved.As one of the economically underdeveloped areas in the province,H city has always implemented a series of policies related to the optimization of business environment in accordance with the guiding spirit of the Central Committee and the provincial Party committee,and further optimized the business environment of H city to promote the development of enterprises.Although some achievements have been made,there is still a big gap compared with other cities in the province or cities in Jiangsu,Zhejiang,Guangdong and other developed provinces.This paper will use the combination of theoretical research and application research methods,using public management,public policy analysis and other related theories,through H city's development status in the construction of business government environment and put forward the existing problems,and then put forward the corresponding constructive countermeasures.This paper holds that H city has made some achievements in the construction of business,commercial and political environment,but there are also a series of problems:the government's behavior is anomie,the administrative efficiency of cadres' service is poor,the policy-making lacks scientific research and judgment,the human resources is lack,the communication between enterprises and communities is not timely,etc.There are many reasons behind these problems.From the perspective of the government,the main reason is that the transformation of government functions is not complete.At the same time,the service ability and level of cadres need to be improved,the administrative departments are unwilling to give up their power and lose their interests,the introduction and training of talents are not strong enough and the connection between communities and enterprises is not smooth.This is also an important reason for restricting the construction of business and government environment in H city This paper analyzes the reasons,and draws on the research results and advanced regional experience at home and abroad,especially the achievements of advanced cities in Shandong Province in the construction of business environment,from five aspects:building an efficient service-oriented government,building a high-standard cadre service team,scientifically optimizing business policies,increasing talent training and introduction,and handling the relationship among the government,community and enterprise Targeted measures should be taken to further promote the construction of H city's business and government environment to a new level,and unremitting efforts should be made to achieve the goal of "catching up and surpassing scientifically,and staying behind".
