Study On The Evaluation And Optimization Of Business Environment In Tianjin Economic Technological Development Area

As an integrated system of economy,society,public service and government management,the business environment is an important reflection of the comprehensive strength of national or regional economic development.A quality business environment can not only inspire market vitality effectively,but also help promote high-quality economic prosperity.The optimization of the business environment cannot be separated from the government’s initiative and active innovation.The Fifth Plenary Session of the 19 th CPC Central Committee creatively put forward the idea of "promoting a better combination of an effective market and a competent government",and only by improving the effectiveness and management of public services can the government make market players lighter,enhance the development momentum and quality of market,and thus improve the comprehensive strength of the government to participate in international and domestic competition.As the frontline practice area of China’s reform and opening up,Tianjin Economic Development Area(TEDA)was once benchmark of national Economic Development Areas.With its important mission of economic development and regional leadership,TEDA should play a greater role in exploring and piloting systems for optimizing the business environment,and provide targeted reform initiatives for the optimization of the business environment in other Economic Development Areas across China.Thus,it is significant to carry out a study on the evaluation and optimization of the business environment in TEDA.In this paper,the evaluation system is designed and evaluated from the perspective of the needs of market players and is problem-oriented.By using literature analysis,interview survey and questionnaire survey,this paper assesses and analyzes the business environment of TEDA.Focusing on the key issues and difficulties,the study finds that there are five problems in the business environment of TEDA: talent,policy,financing,government and industry.The system supply cannot fully meet the needs and expectations of enterprises in the zone,which fundamentally restricts the attractiveness of investment attraction and the endogenous power of high-quality economic development in TEDA.Drawing on advanced experience at home and abroad,and taking into account the actual situation of TEDA,this paper proposes five optimization initiatives:(1)creating a dynamic talent environment;(2)creating a precise and effective policy environment;(3)creating a diversified and three-dimensional financing environment;(4)creating an efficient and convenient governmental environment;(5)creating a livable and business-friendly industrial environment.It provides theoretical and practical references for TEDA to further optimize the business environment,improve the efficiency and level of government services,activate the innovation power of enterprises,and promote high-quality economic development.
