Along with the rapid development of computer information technology and the Internet,the modern network,with its unparalleled advantages of interactivity,openness and immediacy,is bringing a huge impact on human life.At present,China is facing a period of deep transition in social and economic development,with environmental pollution,social injustice,the gap between the rich and the poor and corruption of public officials and other prominent issues intensifying various risks,while the high-speed popularity of the Internet and the super high usage rate of mobile phones and other electronic devices make all kinds of emergencies often exposed under the Internet,and the Internet has become a window for the public to vent their emotions,and has also become an important place for spawning and nurturing various social conflicts and risks.The internet has become an important place for the public to vent their emotions,and an important place for social conflicts and risks to arise.Sudden accidents and disasters often contain powerful emotional demands and impacts,which are more likely to stimulate people’s emotional identification than other types of emergencies,followed by continuous discussions around the events,and then spread and diffuse through the network,eventually forming public opinion hotspots.It is worth noting that the emergence of online public opinion on accidents and disasters not only provides opportunities for the public to express their interests and demands,but also reveals some misplaced facts in the implementation of public management by the government,which requires the government to further improve and enhance its ability to respond to public opinion.In view of this,this paper uses system dynamics theory as the basis and combines qualitative and quantitative analysis methods to analyse the evolutionary characteristics of the online public opinion situation of sudden accidents and disasters,clarify the factors affecting the government’s ability to respond to public opinion,and construct a system dynamics simulation model of the government’s ability to respond to online public opinion of accidents and disasters based on the above research,so as to study the dynamic feedback relationship between various variables and factors through this model.Based on the above research,we construct a system dynamics simulation model of the government’s ability to respond to online public opinion on accidents and disasters.Firstly,based on the life cycle of public opinion,this paper divides the evolution of online public opinion on accidents and disasters into the gathering period,the outbreak period and the receding period,and,in conjunction with the existing research results,deeply explores the factors influencing the government’s ability to respond to public opinion,which is distilled into three major ability segments: the level of rapid response,the level of guidance and control,and the level of recovery and improvement.Secondly,under the guidance of system dynamics theory,a simulation model of the government’s ability to respond to online public opinion on accidents and disasters is constructed to analyze the causal relationship and dynamic feedback mechanism among the variables.Then,after checking whether the simulation model of the government’s ability to respond to online public opinion on accidents and disasters is effective and feasible,the simulation analysis of key factors affecting the government’s response ability is carried out to observe the degree of influence of relevant variables on the change of the government’s ability to respond to public opinion before and after parameter adjustment.Finally,together with the results of the simulation analysis,strategic suggestions are made on how to optimize the government’s response capability at different stages of the evolution of online public opinion on accidents and disasters.This paper can enrich the research results in the field of online public opinion response and provide a new perspective for the government to better respond to online public opinion on accidents and disasters in order to meet the needs of modern governance.
