Research On The Construction Level Configuration Of Provincial Digital Government In China Based On Qualitative Comparative Analysis

In the context of the digital era,the construction of digital government is the only way to accelerate the construction of digital China,and also the key measure to promote the modernization of our governance system and governance capacity.The construction of digital government helps to integrate the internal resources of the government,improve administrative efficiency,collect and quickly process the network information of citizens,and optimize services.The construction level of digital government is the standard to measure the construction achievements of local governments.According to the data of the White Paper on China’s Digital Government Construction in 2020 released by CCID Consulting in June 2020,the construction level of digital government in 31 provincial administrative regions in China is significantly different,and the construction level of digital government in economically developed regions is in a leading position.On the whole,the construction level of digital government in most regions is low.From the perspective of construction mode,China is forming a digital government construction mode of "one cloud,two ends,three clusters and four associations".How to improve the level of digital government construction,integrate resources,facilitate the people,and optimize services has become the focus of provincial governments in grasping the digital era.This thesis takes the configuration analysis of the provincial digital government construction level as the research direction,and conducts research from the following aspects: First of all,clarify the research background and significance of improving the construction level of digital government,review and sort out relevant domestic and foreign literature,and put forward the research highlights of this paper.Secondly,it defines the relevant concepts of digital government,digital government construction,and digital government construction level,and clarifies the theoretical basis of this article.That is,on the basis of technology implementation theory,combined with the theory of administrative ecology,six conditional variables,namely,digital technology foundation,digital government policy,government science and technology resources,digital technology implementation,intergovernmental competition and public demand,are selected to build a research model of digital government construction level.Furthermore,it is clear that the case sample of this paper is 31 provincial governments,and the selection conditions and data sources of 6 conditional variables are clear based on the case sample.Use the fsqca method,use the fsqca 3.0 software to calibrate the data,perform the necessary condition analysis on the single condition variable,construct the truth table,perform the configuration analysis,and check the robustness of the configuration results.Finally,the configuration solution of the construction level of digital government is discussed and summarized as the configuration path of high construction level and non-high construction level of digital government.Through classification,this paper classifies the high construction level of digital government into technology-capital-driven,capital-demand-driven and policy-fund driven;The non-high construction level is divided into comprehensive inhibition type,capital-execution inhibition type and capital-competition-demand inhibition type.In each type,select typical provinces for case analysis.Based on this,this paper puts forward path suggestions for improving the construction level of digital government from four aspects: building a sustainable financial resource system,a professional technology application system,a collaborative policy system and a competitive demand environment system.
