| In today’s digital governance era,the digitization degree of local government is directly related to the process and quality of Chinese government’s digital transformation,and its reform effect plays an important role in the modernization level of national governance system and ability.The development of digital government has also become an important way for local governments at all levels to face and embrace the digital tide.While making revolutionary breakthrough,digital government in China also faces many difficulties and challenges.In this paper,the theory of innovation diffusion,resource dependence theory and organization system theory are uesd as the theoretical support.Based on the big data analysis method and the LDA(Latent Dirichlet Allocation)model,the author preprocessed the original corpus of 157 policy texts related to the development of digital government in 31 provincial governments in China,summarized the lexical items under the optimal topics,and established the relationship between ’topic and lexical item’.According to the practical status and operational logic of the development of digital government,the themes have been further combined,and seven core elements are finally summed up of the development of digital government:digital economy development level,digital technology management ability,organizational structure establishment,organizational system construction,financial investment,public demand degree,inter-government competition pressure.The above core elements are placed in TOE analysis framework,and an analysis framework suitable for the three dimensions of organization,technology and environment is constructed in this paper.Using fuzzy set qualitative comparative analysis method,six variables under three dimensions of TOE analysis framework are taken as conditional variables,and single factor necessity analysis and combination conditional variable analysis are carried out for the result variable of the development level of digital government.In the overall display of the configuration results,the intermediate solution is the main body,and the reduced solution is combined to distinguish the core conditions and edge conditions,so as to further adjust the final results.According to the configuration path of different influencing factors,the research conclusion is drawn:for the development level of high digital government,there are seven conditional configurations,which can be summarized into four types according to the different core conditions:technology-organization driven type,comprehensive driven type,environment-oriented type and technology-environment driven type.For the development level of non-high digital government,there are four conditional configurations,which can be summarized into four types:undeveloped type,absence of technology-organization system type,absence of technology-driven type,and backward development type.It further reveals the influencing factors,condition configuration and mechanism of provincial digital government development,and constantly goes back to the analysis framework and theoretical basis for interpretation and dialogue in this process.The promotion path of the development of digital government at provincial level should be coordinated and combined from the dimensions of technology,organization and environment,form the "configuration thinking" of the overall view and the overall situation,explore the linkage mode suitable for the elements of the province.According to the development advantages and weaknesses of different provinces,the intensity of attention and investment to the two aspects should be strengthened,so as to realize the extension of development advantages and make up for the shortcomings of development.On the basis of local conditions,the matching path of digital government development in each region is constructed:(1)Technology dimension:Improve the development level of digital economy;Enhance the digital technology management ability.(2)Organization dimension:Adjust the distribution of organizational attention;Improve the organizational system;Make efficient use of financial resources for science and technology.(3)Environment dimension:Improve the degree of public participation;Change competition pressure into learning motivation. |
