Research On Influencine Factors And Configuration Effect Of Provincial Mobile Government Service Capability

In the era of big data,mobile government service is not only an important connotation of digital government construction,but also an important measure to promote the modernization of national governance system and governance capacity.At present,In China,mobile government service construction is in the primary stage.There are significant differences in mobile government service capacity among regions,moreover the development of mobile government service is unbalanced and insufficient.How to improve the mobile government service capability and provide more convenient and efficient services for the people has become an important problem for governments reform and innovation.Based on the TOE theoretical framework,combined with resource-based theory,organizational system theory and administrative ecology theory,this paper selects seven explanatory variables:Internet service foundation,digital infrastructure,policy and system guarantee,technical human resources,financial supply capacity,public demand and regional economic development.And use them to build the influencing factor model of mobile government service capability.By using the method of fuzzy set qualitative comparative analysis,this paper analyzes 30 provincial mobile government service cases in China.The above study found that:(1)a single condition does not constitute a necessary condition for high mobile government service capability,and the improvement of government mobile government service capability is the result of the joint action of many factors.(2)Through empirical analysis,it is concluded that there are three types of adaptive schemes to promote the improvement of the government’s mobile government service capability:comprehensive linkage type,"demand resource" driven type and "technology organization" leading type.Among them,the comprehensive linkage configuration path plays a more important role in improving the government’s mobile government service capability.(3)As subjective controllable conditions,financial supply capacity and public demand intensity are feasible means for local governments to overcome the constraints of objective endowment conditions and promote the construction of mobile government.services.Based on the above findings,this study puts forward path suggestions to improve the government’s mobile government service capability from four aspects:path selection,macro-control,public orientation and.financial support.The research conclusion of this paper is helpful to deepen the understanding of the complex causal relationship between multiple factors in the construction of mobile government services of local governments in China,and brings beneficial enlightenment to the development of mobile government services.
