Research On The Construction Of Beautiful Countryside In X Country Under The Background Of Rural Revitalization

The development and construction of villages has always been an important part of the overall development of urban and rural areas in China.The realization of the goal of building a beautiful China is naturally inseparable from the construction and development of beautiful villages.The fifth plenary session of the 16 th CPC Central Committee first proposed the major historical task of building a new socialist countryside,put forward specific requirements for rural development in rural production,life and management,and pointed out the specific direction for rural development and construction.In 2017,the 19 th National Congress of the Communist Party of China put forward the major national development strategy of rural revitalization,which brought new opportunities for rural development and further enriched the connotation and work content of the construction of beautiful villages.In 2018,the Strategic Plan for Rural Revitalization(2018-2022)was released.According to the specific content proposed in the plan,all regions pointed out the goals and development path for the construction of beautiful villages,and comprehensively promoted the construction of beautiful villages under the guidance of the 20-word principle of "industrial prosperity,ecological livability,rural civilization,effective governance,and rich life".Rural construction has always been a complex process involving multi-agent activities.To comprehensively promote the construction of beautiful villages,in addition to the government-led,it is also necessary to play the important role of other subjects in the whole process,clarify the advantages and importance of multi-agent participation in the construction,and further promote the prosperity and development of beautiful villages.The research purpose of this paper is to explore the current problems in the construction of beautiful countryside in X County from the perspective of network governance theory by understanding and grasping the connotation,construction standards and planning requirements of the construction of beautiful countryside,taking X County as the specific research and analysis object.The paper uses literature analysis,questionnaire survey and interview to explore the actual problems.The paper mainly includes five parts.The first part is introduction.This part introduces the research background and significance of the paper,as well as the research status of relevant issues at home and abroad,as well as the research methods and innovations used in the paper.The second part is the definition of relevant concepts and theoretical connotation.This part defines the concept of rural revitalization strategy,beautiful rural construction and other words,and expounds the theoretical connotation.The third part is about the problems in the construction of beautiful countryside in X County.This part introduces the current situation of the construction of beautiful countryside in X County,that is,the measures taken and the achievements achieved in the process.The main problems in the current construction are the lack of features in the construction of beautiful villages as a whole,the impact of water pollution on the overall beauty of villages,the weakness of rural infrastructure construction,and the shortage of funds for the construction of beautiful villages.The fourth part is about the causes of the construction of beautiful countryside in X County.The main cause of the problem is the lack of overall planning and pertinence of the construction planning of the beautiful countryside;The overall process of water pollution control is ineffective;The responsibility mechanism of infrastructure management and protection is not perfect;The main body of the construction of beautiful countryside is inadequate.The fifth part is the countermeasures for the construction of beautiful countryside in X County.After analyzing the reasons,it is concluded that to solve the problems in the construction of beautiful countryside in X County,we should pay attention to the overall planning of the construction of beautiful countryside;Improve the working efficiency of water pollution control process;Perfect the mechanism of sharing the main responsibilities of the construction of beautiful villages;Strengthen the network governance capacity of beautiful rural construction from four aspects.Due to my limited academic ability,the analysis of the problems and causes is not very thorough,and the optimization suggestions put forward need to be further enriched and improved by senior scholars in relevant fields.
