Research On The Refined Governance Of Party Building Integration In Rural Areas From The Perspective Of "Technology-Society"

The application of technology in rural areas is the frontier topic of current rural governance.The huge size of the rural population,the mobility of the rural population and the rural population structure constitute the realistic basis of the current countryside.There is a huge tension between the country’s attention to the work of agriculture,rural areas and farmers,especially rural governance,and the realistic basis of the countryside.It is urgent for the countryside to promote refined governance in order to realize the modernization of the rural governance system and governance capacity.The digital technology platform has become an important means to improve the efficiency of rural governance due to its multiple advantages such as module diversification and breakthrough of time and space constraints.However,digital technology is easy to face rigid constraints and value barriers such as backward infrastructure,crowding-out effect,governance alienation,etc.in rural areas.However,village H has achieved fruitful results by applying the technology platform to rural governance with party building as the core.Therefore,it is necessary to explore and explain the reasons behind it.The existing research has followed the idea of advancing from social fine governance to rural fine governance,which has established the basic understanding of fine governance in this paper,but there are still the following deficiencies.First,although the existing research has discussed many aspects of rural fine governance,it has still failed to extract an explanatory and competitive rural fine governance model;The second is that a small part of the research has paid attention to the practice of rural fine governance,but it is more limited to the descriptive summary of the governance phenomenon or the more mechanical use of the theoretical connotation as a reference,the less revealing of the causal mechanism contained therein,and the less explanatory research on rural fine governance.Based on this,the main question to be answered in the study is what kind of refined governance model has been formed in H village? How did this model come into being? What are the driving factors behind it? In order to answer the above questions,the research adopts the research and analysis method of single case,collects data through field research and secondary data method,takes the governance of agricultural gathering area of H village in Qionglai City as a typical case,analyzes and explains the mode and path of refined governance of H village from the perspective of technologysocial interaction theory,and tries to reveal the causal mechanism behind it.The social-social interaction theory is a comprehensive research perspective put forward in the dispute between technological determinism and social determinism,which emphasizes the constructive role between technology and society.From this perspective,it is expected to provide solutions and references for many problems faced by current rural governance,and then promote the further integration of digital technology and rural fine governance.According to the research,the integrated and refined governance of party building is a governance model that focuses on village party organizations,integrates social resources and embeds technical means to accurately respond to demand.Specifically,first,grass-roots party organizations occupy the core position in rural governance,and strengthen their core position through optimizing organizational construction,unifying value norms,etc.,which is an important subject to promote the refinement of rural governance.Secondly,the integrated and refined governance of the Party building inherently contains the implication of the Party organization as the hub linking the technology platform and the rural society,and the mutual penetration between the technology platform and the rural society.Among them,the Party building leads the technology to pry the rural fine governance pattern,including reconstructing the public governance space and shaping the public interaction relationship;At the same time,the Party building also integrates the society to seek accurate and long-term resource supply.Third,the process of achieving the integrated and refined governance of party building is the process of village party organizations’ precise implementation of policies based on the satisfaction of needs and the comprehensive use of various means such as organization,integration,consultation and support.This model links the relationship between the party building and the technology platform,and the relationship between the party building and the rural society based on the perspective of "socialtechnology" interaction,that is,the benign interaction between the technology platform and the rural society and the party building centered on the party organization.There are three main driving factors for the formation of this model.One is the high distribution of attention,the second is the strengthening and transformation of identity,and the third is the coupling of individual interests and technology application scenarios.The theoretical value of the study lies in that on the one hand,it proposes a refined governance model based on the elements of technology-society interaction theory and digital governance theory,which provides a new research perspective and understanding for promoting the realization of refined governance in rural areas,and further deepens the existing refined governance research.On the other hand,bringing rural governance into the paradigm of state-party-society for discussion enriches the existing research on state-society relations and helps to build a middlelevel theory of rural governance transformation.The practical value of the study is to provide some reference for how to keep the rural nature in the digital wave and avoid falling into the asynchronous dilemma of governance.At the same time,in the long run,fine governance may become the governance norm of rural governance,which is conducive to promoting the modernization of rural grass-roots governance and realizing rural revitalization.In the future,we can further explore how to break the dilemma of technology "floating" on village governance.
