Rural Grassroots Party Group In Wuxing Village,Chongzhou City,Sichuan Province Practical Investigation And Research On Promoting The Revitalization Of Weaving Village

In 2017,the report to the 19 th CPC National Congress put forward a major strategic plan for rural revitalization.This strategic plan has turned the hundreds of millions of farmers in rural areas under the correct leadership of the Communist Party of China,with the advantages of the socialist system with Chinese characteristics,a long-standing agricultural civilization,and a creative spirit into a broad world with great promise and ushered in historic opportunities for development.Since the rural revitalization strategy was put forward,the position of rural grass-roots Party organizations in rural areas has become more and more important.How to give full play to the leading role of rural grass-roots Party organizations in promoting the work of "agriculture,rural areas and farmers" and rural revitalization is the key to promote the comprehensive rural revitalization.Based on two field investigations in Five Star Village and multiple interviews and questionnaires collected by grassroots cadres,ordinary party members and farmers,the paper analyzes the current situation of the role of rural grassroots party organizations in the rural revitalization strategy according to specific data and relevant theories.Finally,the following main conclusions are drawn:(1)In the specific practice of rural revitalization led by the Five Star Village Party organization,in terms of industrial prosperity,the Five Star Village Party organization developed the training industry,functional agriculture and home accommodation industry in coordination with the two wheels of professional cooperatives and the village collective economy.The collective economic income of the village increased from 4.13 million yuan in 2018 to 5.42 million yuan in 2020.In terms of ecological livability,the Party organization of Five Star Village coordinated the policy of linking increase and decrease with land transfer,and built three groups of 169,000 square kilometers Five Star New Village with land mortgage financing.The toilet access rate of village households reached 100%,the recycling and disposal rate of agricultural waste resources reached 95%,and the coverage rate of basic public service circle reached 100%.In terms of village style civilization,villagers agree with the village Party organization to hold folk performance,family style selection activities,Posting propaganda slogans and other measures,and 63.73%and 22.46% of villagers think that the village Party organization has "greatly improved" and "somewhat improved" in playing the role of village style civilization,but the utilization of villagers’ leisure time and cultural infrastructure is not high.In terms of effective governance,the village party organization has established the "four meeting" co-governance platform of the villagers’ assembly,the committee of deliberation,the Committee of supervision and the Committee of industry promotion,created a diversified collaborative governance model,and established and innovated the Party and mass service platform to strengthen the supply of public services.In terms of life prosperity,village Party organizations have innovatively implemented the "3322" new collective economic dividend incentive mechanism,and a large number of villagers have returned to their hometowns to start businesses and expand employment channels.In the past ten years,the per capita income of rural residents has increased from 4,500 yuan in 2012 to 38,451 yuan in 2020.These are the Five star Village grassroots Party organizations play a leading role in the concrete performance.(2)Through the collection of 212 questionnaires on the role of rural grass-roots Party organizations in rural vitalization,it is found that 90.78% of the farmers in Five Star villages have reached the level of "basically satisfied" with the overall evaluation of the grass-roots Party organizations in rural vitalization,and 41.37% of the farmers are "very satisfied" with the role of rural grass-roots Party organizations.To some extent,it represents that the village Party organization plays a better role in the rural revitalization strategy.However,there are some problems in the rural grass-roots party organizations in Five Star villages,such as the weakening of the construction of grass-roots party organizations,the lack of drive of party members themselves,the serious problem of aging,and the difficulties in the development of party members.According to the above practical problems,this paper probes into the reasons from three aspects:quality of life of grassroots party organizations,brain drain and overall backward development of rural areas.Finally,it summarizes the successful experience and suggestions of rural grassroots party organizations in self-construction and rural revitalization ability improvement.
