Research On The Construction Of Rural Grassroots Party Organizations From The Perspective Of Revitalization Of Rural Organizations

With economic development and social progress,China has now stepped into a new era of socialism.The 19th Party Congress first put forward the strategy of rural revitalization,which is a major requirement and deployment for the long-term development of rural grassroots governance in the context of the new era,and an effective way to enhance the sense of access and happiness of the grassroots.To revitalize the countryside,the Party should lead and the organization should take the lead.In other words,if the rural revitalization strategy is to be implemented smoothly,organizational revitalization is the foundation.As the foundation of the Party’s work,rural grass-roots Party organizations are the beacon and bastion of the Party in various types of rural organizations,and play an important role in leading the overall situation and coordinating all parties in the revitalization of rural organizations.Although the construction of rural grass-roots party organizations has made remarkable achievements and is typically outstanding,there are still many problems.The proposal of organizational revitalization as a major turning point in the construction work of rural grass-roots party organizations needs to be reorganized and summarized from a global perspective.At the same time,it is also necessary to collect and study the old problems before and the new problems arising.Only by exploring the causes of the problems in depth,finding the common problems arising from the grass-roots party organizations in promoting organizational revitalization,and studying the solutions to the problems,can the solutions finally be upgraded into systems to promote organizational revitalization.The paper takes the implementation of rural organizational revitalization strategy as the background,selects T town in F city as a case,and conducts a study on the construction of grass-roots party organizations in the context of organizational revitalization in T town under the guidance of public organization theory and public governance theory.Firstly,the main practices of the construction of rural grass-roots party organizations in T town of F city are introduced in four aspects:the normalization of political study for party members,the standardization of branch evaluation and assessment,the "joint construction" project of grass-roots party organizations and the "head goose" project of party organization construction.We also introduced the efforts of grass-roots party organizations in leading social governance in T town from three aspects:embedding "grid" management in the relationship between the party and the people,trying to cooperate with social organizations in governance,and making the protection of people’s livelihood the focus of work.Secondly,combining the results of the survey and the actual situation of T town in F city,we explored and summarized the current difficulties of the lack of effectiveness of the rural grassroots party organizations in T town and their central role in rural governance,including the low political literacy of the rural party members,the difficulty of the overall role of the party organizations due to the "solo performance"of the branch secretary and the unreasonable structure of the party members and the ageing of the party members.Party members have an unreasonable structure and are seriously aging,the political leadership role of grassroots party organizations for villagers is missing,the motivation of grassroots party organizations to cultivate social organizations is insufficient,and the ability of grassroots party organizations to coordinate economic organizations is inadequate.Finally,based on the analysis results and taking into account the actual situation of T town in F city,improvement countermeasures are formulated in three aspects:promoting structural changes of grassroots party organizations,vigorously cultivating rural grassroots social organizations and strengthening the coordination between grassroots party organizations and economic organizations.
