Study On The Economic And Legal Construction Of Anti Japanese Base Areas In Central China

The anti-Japanese bases in Central China were an important part of the battlefield behind enemy lines under the leadership of the Communist Party of China.In the arduous war of resistance behind enemy lines,the base areas,guided by Marxist legal thought and based on the legal provisions of the Shan-Gansu-Ningxia border area,fully combined with the specific realities of various parts of central China,promoted the construction of economic legal system with distinctive features and effectively.During the eight years that anti-Japanese bases in Central China lasted,a large number of legislative activities were carried out,and 315 pieces of legal documents were promulgated successively,of which more than 115 were economic laws and regulations,accounting for about one third.The promulgation and implementation of these laws and regulations played an important role in maintaining the economic order in the base areas,consolidating and developing the national united front against Japan,and ensuring the victory of the War of Resistance against Japan and the War of Liberation,and accumulated rich experience for the economic and legal theory and practice of New China.This thesis attempts to combine with the laws,regulations,resolutions and other legal documents in the economic field of the Central China anti-Japanese base areas,systematically sort out the historical background and development process of its economic legal system construction,sort out the main contents of its economic legal system construction,summarize historical experience,further deepen the Central China anti-Japanese research according to the history of the region,and promote the thought of the party on the legal system construction.This thesis discusses from six aspects.Chapter One "Introduction".The research background is introduced,the research status at home and abroad is comprehensively analyzed,and the theoretical basis,research framework,research methods,basic concepts,research difficulties and innovation points of this paper are explained.Chapter two "Background and course of economic legal System construction in Central China anti-Japanese Base Areas".It mainly explains the background and the basic course of economic legal system construction.This paper analyzes the necessity of the construction of the legal system for the construction of the people and the regime from the economic perspective,and divides the development process of the economic legal system construction in the anti-Japanese base areas of Central China into three periods,focusing on highlighting the realistic basis and text basis of the economic legal system construction in different periods,which changes due to the practical needs,and focusing on the analysis of its flexibility and uniqueness.Chapter Three "Construction of fiscal and tax legal System in Central China anti-Japanese Base Areas".This chapter focuses on the construction of fiscal and tax legal system,systematically summarizes three important laws and regulations,including audit laws and regulations,national grain saving laws and regulations,and tax laws and regulations,and comprehensively analyzes the results of the construction of fiscal and tax legal system in the anti-Japanese base areas in Central China.Chapter four: Legal Construction of Industrial and commercial trade in Central China anti-Japanese Base Areas.Taking the industrial and commercial trade laws of the anti-Japanese base areas in Central China as the object of study,this thesis focuses on the legislative content and role of industrial and commercial laws and regulations and trade laws and regulations.It was the promulgation and implementation of the laws on industrial and commercial trade that alleviated the contradiction of the shortage of materials in the base areas,broke the Japanese pseudo economic blockade and promoted the economic development of the base areas.Chapter five "The Construction of financial legal System in Central China anti-Japanese Base Areas".With banking laws and regulations,monetary laws and regulations,and loan laws and regulations as the main research content,it shows the wisdom of the Communist Party of China in financial legal system construction,price stabilization and currency war.The sixth chapter "The characteristics and historical experience of the economic legal system of the anti-Japanese base areas in Central China".By summing up the characteristics of the effective combination of principle and flexibility,the organic unity of science and revolution,and the deep integration of legal construction and the mass line embodied in the economic and legal construction in the Central China Anti Japanese Base Area,it is enlightening that we should adhere to the leadership of the CPC throughout the whole process,always adhere to the ideological line of seeking truth from facts,and earnestly implement the legal line of safeguarding people’s rights and interests to promote the Party’s ideological research on legal construction today.The innovation of this thesis lies in its unique theoretical perspective,novel research content and sufficient use of historical materials.From the perspective of theory,different from the Angle of "revolutionary history" based on the academic circle,this thesis comprehensively and objectively summarizes and analyzes the characteristics and actual results of the economic legal system construction in the Central China anti-Japanese base areas from the perspectives of history,political science and history,combined with the background and course of the economic legal system construction in the Central China anti-Japanese base areas.In terms of the research content,it fills the blank of the current academic research on the economic laws and regulations of the anti-Japanese base areas in Central China.To finance and taxation,industrial and commercial trade,financial and legal literature as the main content of a comprehensive,in-depth systematic research.In terms of the use of historical materials,it mainly broadened the scope of historical materials and used a batch of new materials for the first time to conduct an objective and comprehensive review and analysis of the construction of the economic and legal system in the anti-Japanese base areas in Central China.
