The Measurement And Influencing Factors Of Farmers’ Economic Insecurity Under The Background Of Rural Revitalization

In the report to the twentieth CPC National Congress on October 16,2022,the General Secretary Xi Jinping said,“rural revitalization should still be comprehensively promoted.We will give priority to the development of agriculture and rural areas,and make solid efforts to revitalize rural industries,human resources,culture,ecology,and organizations.” Since the eighteenth CPC National Congress,the CPC Central Committee has made addressing issues related to agriculture,rural areas and farmers a top priority in the Party’s work,and launched the rural revitalization strategy.2022 is the last year of the Strategic Plan for Rural Revitalization(2018-2022),China’s first five-year plan to comprehensively promote the rural revitalization strategy.It is of important reference significance to study the measurement of farmers’ economic insecurity and its influencing factors under the background of rural revitalization for the effectiveness of rural revitalization.This thesis takes farmers’ economic insecurity as the research object,discusses the construction of the measure of farmers’ economic insecurity and the main factors influencing it.This thesis tries to achieve the following basic goals through the research: first,clarify the definition of farmers’ economic insecurity,and then select indicators to measure farmers’ economic insecurity;Second,investigate the factors affecting farmers’ economic insecurity and their effects;The third is to predict the future development trend of farmers’ economic insecurity,and then think about how to reduce farmers’ economic insecurity according to the development trend of factors affecting farmers’ economic insecurity;Fourth,on the basis of the above research,it explores whether there are differences in economic insecurity among different types of farmers,and puts forward corresponding suggestions to reduce economic insecurity of farmers in combination with the background of rural revitalization strategy.This thesis proposes that under the background of rural revitalization,each county should first pay more attention to the actions of its own county government and punish them clearly.We should encourage farmers’ representatives to meet once a month to listen to their opinions and ideas,and provide consultation rooms to listen to and solve their difficulties.Second,we need to strengthen cooperation in work and experience among different regions,implement the "one county,one policy" policy,adjust measures to local conditions,and find relevant points in line with local development to boost economic development.Moreover,we should speed up the process of popularizing farmers’ awareness of prevention in rural areas,and ensure that the "National Anti-Fraud Center" software has been downloaded in the mobile phones of farmers,and the real cases of fraud are regularly updated and selected to make brochures for farmers.Fourth,we can encourage young and middle-aged people to return to their hometowns for development,establish a stable employment assistance mechanism,and strive to realize the dynamic elimination of zero-employment families.Fifth,local governments should formulate sound policies such as subsidies for employment,medical treatment,car purchase and house purchase,establish a scientific management system and publicize the results of all payments.Sixth,actively develop rural cultural and sports activities to improve the spiritual civilization of farmers;At the same time,we shall improve the quality of logistics services on the premise of ensuring safety and not damaging the ecological environment.
