Research On Public Security Organs’ Countermeasures For Responding To Police-Related Internet Public Opinion

The report of the 20 th National Congress of the Communist Party of China took "comprehensively building a modern socialist country" as a strategic goal,and a special chapter emphasized the need to "promote the modernization of the national security system and capabilities,and resolutely safeguard national security and social stability".Police-related online public opinion belongs to the government-related and other institutional and political public opinion in the classification of online public opinion,and is a large number of remarks and attitudes formed around the specific social events that occur in a certain social area,and the public’s focus and focus on police-related incidents or the public security team itself,with the characteristics of concealment,suddenness,multiplication,sensitivity and complexity.In the process of its disposal,it presents the evolution of the incubation period,outbreak period,diffusion period and regression period,and if properly handled,it will shape a good image of the public security organs,unite people’s hearts and enhance public credibility;If it is not handled properly,it will easily cause crises such as popular support and social unrest,and threaten the safety of social and public order.As the hinterland of the Yangtze River Delta,the Pearl River Delta and the Southern Fujian Delta,Jiangxi Province is of great strategic significance due to its geographical location.Jiangxi Province has 31.602 million netizens and more than 50,000 police forces,which makes the province’s police-related online public opinion attract national and even world attention."How do the province’s public security organs respond to police-related online public opinion?" It has become an important topic that needs to be solved urgently in this thesis.Based on the author’s work experience,this thesis uses the case analysis method,taking the "Yuwei incident in Nanchang,Jiangxi","the disappearance of Hu Xinyu in Shangrao Lead Mountain" and "Zeng Chunliang murder case" as typical cases,systematically analyzes the basic situation of the case,the evolution of public opinion communication,the focus of public opinion and the social impact produced,and finds that the response to police-related network public opinion is not paid enough attention to the conceptual dimension,and the rights and responsibilities of the governance subjects that deal with online public opinion in the management dimension are not clear.In the capacity dimension,the weak ability to manage police-related network public opinion and the insufficient construction of professional talent teams in the talent dimension are problems existing in Jiangxi Province’s public security organs when responding to police-related online public opinion,which is directly related to the deviation in the understanding of police-related network public opinion,the unreasonable setting of police-related network public opinion response departments,the ability to respond to police-related network public opinion,and the construction of professional talent teams to be improved.Guided by collaboration,build a three-dimensional collaborative response mechanism for network public opinion;Take the law as the criterion to increase the level of legalization of the handling of online public opinion involving police;With talent as the driving force,establish a professional talent team for public opinion handling,in order to improve the ability of public security organs in Jiangxi Province to respond to police-related online public opinion,create a good public security image,maintain healthy police-community relations,and provide strong guarantees for social stability and national security.
