Research On The Ecological Industry Coordination Protection Mechanism Of The Yellow River Basin

The development of ecological industry is an urgent need to promote the industrial transformation and upgrading and the transformation of new driving forces along the nine provinces and regions of Yellow River.It has important strategic significance for constructing "two-oriented society",protecting watershed environment and promoting high quality development.The introduction of the synergy theory makes the Yellow River Basin break through the limitation of the powers and responsibilities of the old departments and administrative divisions in the process of legal protection of ecological industry development.To ensure that the protection of ecological industry in each province is consistent at the legal level,and to enhance the linkage of legal protection.At the same time,the participation of multiple subjects such as enterprises,social organizations and the public enables all parties to maximize public interests through equal consultation.Based on the definition and classification of ecological industry,this paper clarifies the necessity of constructing a collaborative guarantee mechanism for the development of ecological industry in the Yellow River Basin,and discusses the theoretical basis of collaborative guarantee.On this basis,through the study of the legal status of the ecological industry development collaborative guarantee mechanism in the Yellow River Basin,sorted out the current deficiencies in the ecological industry development collaborative guarantee mechanism in the Yellow River Basin.Generally speaking,the collaborative guarantee mechanism of ecological industry development in the Yellow River Basin lacks complete legal support in the process of rule of law construction,the management department lacks synergy,the industrial collaborative planning system is not complete,and the democratic consultation mechanism is not perfect.It has affected the practical effect of the cooperative guarantee mechanism of ecological industry development in the Yellow River Basin.The key to solve the problem lies in the collaborative guarantee.To balance the contradiction between ecological environmental protection and economic development in the Yellow River basin and establish a cooperative guarantee mechanism suitable for ecological industry development in the Yellow River Basin.For this purpose,we can refer to the construction of ecological industry cooperative guarantee in Rhine River basin,Tennessee River basin and Danube River basin.Combined with the actual situation of the Yellow River basin,starting from the legislation.We will carry out Xi Jinping Thought on Eco-Civilization,establish a legal system for coordinated ecological industry development and local coordinated legislation.In the basic mechanism,a special coordination organization for ecological industries in the Yellow River Basin will be set up,a unified planning system for ecological industries will be established,unified supervision standards for ecological industries will be formulated,and mechanisms for promoting and withdrawing traditional industries will be coordinated.In terms of supporting mechanisms,we will improve the unified credit system for green finance in the Yellow River Basin,implement the interprovincial transfer payment mechanism for ecological industries in the Yellow River Basin,implement voluntary environmental agreements for enterprises,and improve the scientific and technological collaborative innovation mechanism for ecological industries in the Yellow River Basin.
