A Study On The Problems Of The Government’s Duty Performance In The Welfare Supply Of Children In Dilemma In W District Of C City

Children in difficulties is a social problem that attracts much attention and is also an important issue in the construction of social welfare system.In recent years,some extreme incidents involving children have been reported in the media,which urgently calls our attention to the welfare work of children in difficulties.The welfare work of children is closely related to children’s growth and future,which requires the joint efforts of the state,the family and the society to guarantee the better development of children in difficulties.This paper firstly expounds and introduces relevant domestic and foreign research,the research method used in this paper,and the theories and core concepts used in this paper.On this basis,it is proposed that the government has an inescapable responsibility for the healthy growth and development of children in difficulties.The government should earnestly fulfill its responsibilities in the welfare supply of children in difficulties,and actively guide and mobilize all sectors of society to actively participate in the welfare supply of children in difficulties.Then,this paper taking the children in difficulties in W District of C City as the research object,comprehensively use the field research method,the interview survey method and case analysis method,using the data in the National Child Welfare Information System,combined with the overall situation of welfare supply for child in difficulties and some cases,and comprehensively sorts out the current situation of W District and the status quo of the government’s performance of duties in the welfare provision of children in difficulties.In the process of sorting out the current situation of welfare supply,I found that the current welfare work for children in difficulties in W District of C City is generally good,and the welfare provision is improving day by day.However,there are still some problems and deficiencies in the specific welfare provision.Specifically,these problems include that the government’s bottom-feeding guardianship and indirect guardianship responsibilities are not fully implemented,the policy implementation supervision is greatly compromised,and the quality of caring services provided by the government is not high.On the basis of the theory of state responsibility,welfare pluralism and interventionist government function,combining the results of interviews and self-assessment,this paper deeply analyzes the reasons for the deficiencies,and thinks that the main reasons are the lack of relevant institutional guarantees,the inaccurate positioning of the government’s policy implementation supervision,and the lack of professional talent guarantees.Finally,according to the reasons and drawing on the excellent practical experience of welfare supply for children in difficulties at home and abroad,the paper proposed solutions and countermeasures from three aspects:improving the implementation of the system and mechanism of government participation in guardianship,making clear the leading role of government policy implementation supervision,and building a professional talent team.
