A Study On The Welfare Supply Department For Children In Distress In China Under Welfare Pluralism

According to the survey,there are millions of children in various difficulties across the country.In recent years,more and more malignant incidents caused by the infringement of children in distress have caused more and more attention from the government and society.Looking at China’s child welfare system,it can be seen from the development process of the child welfare system that China’s child welfare is a selective child welfare model.Although the object of child welfare is constantly expanding,the welfare supply of poor child welfare is not optimistic.This research first systematically summarized the welfare pluralism,distressed children,child welfare,and multiple supply subjects from domestic and foreign perspectives,and learned the advantages and disadvantages of the welfare situation of children in distress at home and abroad.By analyzing the historical context of the development of the welfare system for children in distress,we learned that “children have their own needs just like adults”,and that a richer and healthier view of children has begun to penetrate into the minds of the people in China.The development of management and security systems is gradually improving,and the main body of welfare supply has changed from a single main body supply to a multiple main body supply.Distressed children currently face difficulties such as physiology,daily care,social interaction,and custody.The state bears major responsibilities for welfare care in the aspects of childcare and maintenance,rehabilitation and medical treatment,education,and employment.Based on welfare pluralism,the provision of welfare for children in distress should be multi-agent participation and mutual cooperation.Under this paradigm,it is found that each subject in the provision of welfare for children in distress has different problems,and the government has insufficient top-level design and insufficient financial support;The family structure has changed,and functions such as upbringing,education,and medical care are relatively weak;the independence and autonomy of social organizations are insufficient;self-management and professional services need to be improved;the disadvantages of "increasing profitability" in the market;insufficient welfare support for employees.Based on the shortcomings of different subjects in the provision of welfare for distressed children,this paper proposes countermeasures and suggestions for improving the provision of welfare for distressed children.The formation of a welfare system for children indistress,with the government as the mainstay,the participation of families,social organizations,and the market and other diverse subjects.
