With the advent of the digital information era,China’s e-government development is facing unprecedented opportunities and risks.The operation of "Internet plus+government service" also has security problems."Internet plus+government service" has the characteristics of convenient and efficient services.While improving the efficiency of government service,it also faces security risks such as data leakage and tampering,virus intrusion,hacker attacks,etc.The blockchain has the characteristics of decentralization,distributed storage,information tamper-proof and information transparency,which can provide basic guarantee for data security governance.Therefore,the application of blockchain technology to prevent and control the security risks of government work not only has important theoretical significance,but also provides strong support for promoting the sound development of China’s egovernment.This paper combines the case study method and field survey method,and constructs the analytical framework of "DG-TE-RM" from the perspective of digital governance theory,technology empowerment theory and risk management theory.The data security governance of e-government in C city was selected as the case study object to investigate and study the effectiveness and problems of data security governance of e-government in C city.It was found that there are contradictions between information disclosure and privacy disclosure,data sharing security risk,government security supervision risk and backward data security governance technology in C city.On this basis,in-depth analysis of the causes of the problem is made,and the blockchain is empowered in the security governance of government data,to build a government data security governance system that integrates public chain empowerment,alliance chain empowerment,side chain empowerment,and technology cluster empowerment,so as to ensure data security and promote the orderly development of "Internet plus government services". |
