Abstract/Summary:
In the report of the 20 th National Congress of the Communist Party of China,it was pointed out to accelerate the implementation of the innovation driven development strategy,improve the scientific and technological innovation system,adhere to the core position of innovation in China’s modernization construction,deepen the reform of the scientific and technological system,and form a basic system for comprehensive innovation.As an emerging force in the modern scientific and technological innovation system,new research and development institutions have bridged the gap between technological research and market application,playing an important role in solving the "two skin" dilemma of science and technology economy.New research and development institutions have become an important carrier of national strategic strength.However,with the continuous development of new research and development institutions,issues such as weak innovation efficiency,weak institutional advantages,and weak ability to transform achievements are becoming increasingly prominent;Performance evaluation is a powerful tool for guiding the healthy development of new R&D institutions,but there are problems in the evaluation process,such as not valuing the differences in legal entity attributes and insufficient attention to qualitative indicators.Therefore,constructing a performance evaluation index system suitable for new R&D institutions with different attributes has become the key to promoting the healthy development of new R&D institutions.Based on this,this article follows the logical thinking of "posing problems analyzing problems solving problems",and takes new research and development institutions of institutional legal persons as the research object to conduct research on the performance evaluation of new research and development institutions of institutional legal persons.Firstly,based on the triple helix theory,the concept of a new type of research and development institution for public institutions as legal persons is clearly defined.Secondly,by selecting typical cases and relying on grounded theory,a performance evaluation index system for new research and development institutions of institutional legal persons is constructed from five dimensions: institutional mechanism,research and development investment,achievement output,achievement transformation,and social effects.Then,the entropy method is used to determine the weights of indicators at all levels in turn;Finally,using the fuzzy comprehensive evaluation method to empirically measure the performance of the case,it is concluded that the overall construction evaluation of the new type of research and development institutions of public institutions as legal persons is "very good".Among them,the R&D output dimension index has the largest weight and the highest score contribution;The social effect dimension has the lowest proportion and still needs to be improved.Finally,based on the empirical analysis results,targeted suggestions are proposed for the construction of new research and development institutions of institutional legal persons,with a view to providing reference for improving the innovative performance of new research and development institutions of institutional legal persons.This study has certain reference value for achieving the high-quality development goal of new research and development institutions as institutional entities,and also provides reference for local governments to classify and evaluate new research and development institutions.
