Institutions as a special form of organization, operation and development of theinstitution are paid the high attention. In order to enhance the viability and widened thespace for development. Using the performance evaluation of the scientific managementtools to supervise and check institutions,work. In the process of performance evaluation,performance evaluation method used for an accurate assessment can have a significantinfluence, at the same time, good methods of performance evaluation can be helpful toenhance the efficiency of performance evaluation, and reduce the cost of the work,therefore, researching the method of performance evaluation of institution is important.This paper will focus on business the methods of performance evaluation studies toassess the performance of the relevant business units based on the theory, at home andabroad on business unit performance assessment methods of research to the specificsituation of our country as a starting point, based on the DEA、AHP and fuzzyevaluation method,in order to build a comprehensive、 objective、 accurate andcomprehensive performance assessment methods,and proven the method, in the last,using the comprehensive performance method assess the evaluation of the publictransportation system of Shenyang city, and results are given to improve theperformance level of c the public transportation system of Shenyang city.Comprehensive performance assessment through the use of empirical analysisconcluded that: first, this method be helpful to optimize research purposes and enhancethe evaluation; second, this method can be used for performance evaluation and achievethe objective reality of the assessment.This paper includes five aspects: first, describing the status of performanceassessment methods in home and abroad; second, describing the current methods ofperformance evaluation and institutions produce, applications, advantages anddisadvantages; third, building the comprehensive performance assessment; fourth, theuse of comprehensive performance assessment methods for the performance of thepublic transportation system of Shenyang city; fifth, analyzing the results ofperformance evaluation, and recommendations for improvement.
