| In July 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Homework and Off-Campus Training for Students in Compulsory Education,which proposed to further implement measures to reduce academic pressure and off-campus training pressure for students in compulsory education,help students strengthen their physical fitness and exercise,fully develop their interests,and require schools to improve the level of education and create a good educational The ecological environment.The introduction of the "double reduction" policy will help promote the return of family education to the main position,thus helping parents to improve their own educational ability and better accompany their children’s healthy growth.Therefore,it is important to study the effect of the implementation of the "double reduction" policy to further promote the improvement of school education quality and the overall development and healthy growth of students.This paper attempts to analyze the policy network environment in the process of "double reduction" policy implementation,the game of interests among the relevant subjects and the network structure of the interaction among the relevant subjects of the "double reduction" policy.By finding the causes and dilemmas of the "double reduction" policy implementation stagnation,we propose a path to improve the implementation effect of the "double reduction" policy.This paper uses structural interview method,questionnaire survey method,case study method and other research methods to analyze the policy network environment,policy action subjects and network structure of action subjects in the process of "double reduction" policy implementation in S city from the perspective of policy implementation network,and finds that in the "double reduction" policy implementation In the implementation of "double reduction" policy,there are problems such as over-dependence on paths,conflicting interests and narrow education culture;the government has not allocated reasonable policy tools,school education resources have not been allocated reasonably and effectively,and there is a gap between family interests and policy goals;there is a lack of information exchange between governments,the policy communication ability of expert subjects is weak,and each network action subject constitutes a game structure,etc.,and proposes to break the policy implementation path dependence,promoting economic development with quality education,promoting family education to return to its nurturing orientation;broadening the channels for expression of interests of implementation subjects,paying attention to the needs of multiple interests,improving the system of multifaceted shared governance,government implementation of laws,and establishing supervision and monitoring mechanisms;coordinating the relationship and reaching consensus among relevant subjects,and introducing synergistic mechanisms to achieve implementation goals. |
