Research On The Construction Of Rural Civilization Under The Background Of Rural Revitalization In Huanan County

The implementation of the rural revitalization strategy is major decisions and plans made on the work related to agriculture,rural areas and farmers in view of the overall cause of the Party and the country.It is a major historical task for achieving a moderately prosperous society in all respects and building a socialist modernized country comprehensively.It is also the key focus for rural work in the new era.The Central Document No.1 in recent years has repeatedly mentioned the construction of rural spiritual civilization and rural social etiquette.In February of this year,the "Opinions of the Central Committee of the Communist Party of China and the State Council on Doing a Good Job in Key Tasks of Comprehensive Rural Revitalization in 2023" is the 20 th Central Document guiding the work of "agriculture,rural areas,and farmers" since the 21 st century.Among them,"solidly promoting the construction of livable,business-friendly,and beautiful rural areas" is a manifestation of the Party and the stat e’s emphasis on the construction of rural social etiquette.As an essential part of rural revitalization,the construction of rural social etiquette has encountered a series of increasingly enlarged problems during its development process,which not only limits the development of rural social etiquette but also seriously affects people’s quality of life.Against this background,this article takes Huanan County,Heilongjiang Province,as the research object,and examines rural social etiquette in the contex t of rural revitalization.Guided by the relevant theories of Marxism,the theory of socialist spiritual civilization construction,the series of important speeches by Xi Jinping on rural civility,and the research results of domestic and foreign scholars,this article mainly elaborates on the overview of Huanan County,the economic and social development situation,the existing measures and achievements of rural civility construction,and the classic cases of rural civility construction as the research obj ects.Based on questionnaire survey data and field interviews,the current situation of rural civility construction in Huanan County is analyzed.The main problems existing in the rural civility construction in Huanan County are summarized from five aspect s,including uneven levels of rural civility construction,insufficient propaganda efforts in rural civility construction work,low degree of participation by all parties in rural civility construction,simple forms and single contents of rural cultural life,and inadequate management measures for rural civility construction.The reasons for these problems are analyzed,and an optimized path for solving the problems in rural civility construction work in Huanan County is proposed,which includes increasing investment in rural civility construction,strengthening publicity and education on rural civility construction,creating an atmosphere for various organizations to participate in rural civility construction,changing the rural cultural way of life,and strengthening comprehensive governance to improve the level of rural civility construction.To sum up,through this paper,we hope to provide specific and feasible measures for the construction of local civilization,and take Huanan County as the experimenta l basis,not only to provide theoretical reference for the construction of local civilization,but also hope to promote the implementation of relevant suggestions and improve the level of local civilization construction at the county level.
