Party Building Leads The Implementation Of Urban Old Residential District Governance Exploration

As China’s economic growth moves from high-speed to high-quality,the urbanization ratio has exceeded 60% by 2021,and it has entered the middle and late stage of development from large-scale incremental construction to both stock improvement and quality improvement and incremental structural adjustment.As an important livelihood project,the governance level of the old residential area not only relates to the quality of residents’ life,but also the vitality of the city.Due to the absence of governance subjects,insufficient funds for maintenance management,inadaptability of existing market management model and lack of supporting endogenous incentive mechanism,the old urban residential areas are in a vicious circle of disorder for a long time.In fact,under the existing fragmented and fragmented grass-roots governance model,even if the hardware is completed administratively,the actual dilemma of "the last mile" of governance often cannot be solved.It is urgent for us to explore a new governance model for the old urban residential areas,so as to solve this problem from the root.In order to make up for the multiple difficulties in the past,such as the "separation" of bureaucratic governance from the reality of the grassroots,the influence of diversified interest demands on the implementation of governance and the low sense of participation of residents,and comprehensively improve the efficiency of urban grassroots governance,this paper takes District L of G City(hereinafter referred to as District L)as an example,centering on the behavioral strategy and internal logic of the governance of the urban old residential areas,by guiding the Party building through the whole area of the governance of the urban old residential areas.Let the old community governance system integration into a new organic whole.In the past,domestic and foreign scholars focused more on how to operate the market in the governance of old residential areas,and carried out more academic research and work practice.However,there are not many literatures on the leading role of Party construction in the governance of old urban residential areas from the perspective of public management,and their views are scattered.This paper takes District L as an example,takes the guidance of party building as the basic strategy,reshapes the relationship among party,government and society,and makes an important exploration for the multiple goals of resource integration,force sinking and flat governance of the old urban residential areas.
