The comprehensive supervision policy for elderly care services is an important part of the social security policy system.With the growth of China’s elderly population entering the "fast lane",the demand for elderly care services and industry in China are also experiencing vigorous development,but the design of the supervision policy for elderly care services in China is relatively lagging behind.In recent years,the media have repeatedly reported that elder abuse,fund raising fraud,fire,epidemic and other risk accidents occurred in elderly care service institutions,some of which highlighted the low quality of elderly care services in China,the absence of regulatory bodies,and the lack of integrity of the regulatory process.In2020,the issuance of the 《 Opinions of the General Office of the State Council on Establishing and Improving the Comprehensive Supervision System of Elderly Care Services to Promote the High Quality Development of Elderly Care Services 》marks that China’s elderly care services have entered the era of comprehensive supervision.The analysis of the policy process can provide reference for the design of pension supervision policy in the future.Centering on the new regulatory model of comprehensive supervision of elderly care services,this paper firstly analyzes the development process of China’s comprehensive supervision policy of elderly care services from a vertical perspective,and summarizes the content and future development trend of China’s comprehensive supervision policy of elderly care services.Secondly,the multiple streams theory is applied to specific policy cases to analyze and find out the prominent aging trend and elderly care service indicators,the end of the advance access policy for elderly care and the origin of the problems formed by the focus events of elderly care services;The policy recommendations,special actions of government departments and policy practices put forward by the policy community constitute the policy stream;The concept of the ruling party in China and the notion of "streamlining the government,delegating power and improving government service" constitute the political stream.Finally,the policy window was opened at the Fifth Plenary Session of the 19 th CPC Central Committee,and the three streams completed coupling and promoting the policy output.Finally,based on the above policy generation process,the paper rethinks the policy process of China’s comprehensive supervision of elderly care services.The barriers of the comprehensive regulatory policy process of elderly care services in China are mainly as follows: Problems are difficult to enter the public and decision-makers’ vision in a timely manner,policy options are single and low transformation efficiency,lacking of transformation and the national emotion processing and response mechanism.We should optimize the policy process by expanding the problem highlighting path through multiple mechanisms and means,striving to build a good policy community development and interaction model,and effectively responding to online public opinion and national sentiment.So as to build a comprehensive supervision system for elderly care services with multiple agents and multiple paths in the whole process.
