Research On The Supply Of Care Services For The Disabled Elderly At Home

Since my country entered an aging society in 2000,the rate of aging has continued to accelerate.The sixth census in 2010 showed that my country has fully entered an aging society.According to the theory of welfare pluralism,multiple social roles such as the government,family,and voluntary organizations should all become welfare providers,and all should provide care services for the disabled elderly.Since 2010,the Chinese government has gradually realized this problem and started to deal with the insufficient supply of care services for the disabled elderly caused by the aging of the population.But so far,there is still no complete care service system.The country’s related supporting measures are imperfect and policies are not clear,making it difficult to guide the development and growth of the care service market.Even the policies that have been promulgated are not implemented properly,resulting in a waste of old-age resources,and at the same time,there is a contradiction that a large number of disabled elderly people cannot get care services.The responsibility for the care of disabled elderly people is actually mainly borne by the family.At present,more than 70%of disabled elderly people in our country are living at home.However,since the implementation of family planning in my country,the family structure has gradually shrunk and family units have become smaller and smaller.Coupled with the unbalanced pension level and the lack of corresponding exogenous support,the family care pressure for the disabled elderly is huge.There are few care beds in the community,the quality of care staff is uneven,and the source of funds is single,making it difficult to provide high-quality and continuous care services.The care service market is underdeveloped,and the special needs of long-term care services are not accurately grasped.The services provided are matched with special care services that combine the daily care and rehabilitation care most needed by the disabled elderly.Volunteer organizations are underdeveloped,and voluntary service is a mere formality.Starting from the reality of China’s population structure,this article analyzes the current situation and shortcomings of the supply of long-term care for the disabled elderly,and then elaborates the theoretical basis of the long-term care supply for the disabled elderly,welfare pluralism,social supply theory,and China’s social and cultural foundations.It is believed that the care of disabled elderly is not the responsibility of a single subject.Based on the data of China’s Elderly Health Influencing Factors Tracking Survey(CLHLS)in 2018,a variety of analysis methods such as binary logit regression analysis are used for analysis and research.The study found that the number of disabled elderly in my country is huge,and the demand for nursing care services is very urgent,but the corresponding demand and supply are seriously insufficient.my country lacks a complete service system for the care of disabled elderly people.Most of the care tasks for disabled elderly people fall into the family,but the family’s care functions are gradually weakened and face huge difficulties.There are too few government-sponsored care service agencies to be effective.my country’s social organization is not well developed and cannot provide effective service supply.In the introduction of international experience,through comparative research methods,Japan,Singapore,and the United Kingdom are selected as references.As early as this century,developed countries have established a relatively complete supply system of care services for the disabled elderly,and this system is comparable to other societies in the country.The security systems are nested and complementary to each other,which not only increases the coverage of care for disabled elderly people,but also reduces the cost of operating a single system.To sort out the current supply of care services for the disabled elderly in China,and the difficulties faced in practice,propose measures to strengthen government support,cultivate and improve the care service market,and develop a combination of family and community care,with medical and voluntary service agencies doing The supplementary multi-care model initiative mobilizes the four types of forces of government,market,family and social organizations,integrates social resources,supplements the development of long-term care commercial insurance,encourages voluntary service organizations and other measures to work together to build China’s disability The system framework for the provision of long-term care services for the elderly is expected to make a small contribution to the construction of the long-term care service system for the disabled at home in China.
