A Study On The Impact Of High-Knowledge Background Of Provincial Principal Officials On High-Quality Economic Development

At present,China’s economy is shifting to a stage of high-quality development from a stage of rapid growth.The report of the 20 th CPC National Congress clearly pointed out that "making new breakthroughs in high-quality economic development" as the main target task for the next five years.This has put forward a new propositions for the development of different provinces in China.Provincial party secretaries and governors,as Principal officials in China’s provincial administrative regions,may have different values and cognitive patterns due to their different characteristics of high-knowledge backgrounds such as their education,posting experience and titles,and they will make highly personalized decision-making choices based on their own differentiated psychological factors,thus resulting in differences in the level of quality economic development in China’s provinces and regions.Therefore,it is necessary to further analyze the internal logic of Principal officials’ highly knowledgeable backgrounds in influencing high-quality economic development.To this end,based on previous research findings,this paper analyses the relationship between Principal officials’ high-knowledge background and high-quality economic development from the perspective of Principal officials,and explores effective ways to promote high-quality economic development.Based on the above background,a system of indicators of Principal officials’ high-knowledge background and high-quality economic development is constructed using provincial panel data from 2010 to 2019,and the comprehensive evaluation index of high-knowledge background and the comprehensive evaluation index of high-quality economic development are measured using the assignment weighting method and the entropy value method,respectively.The above indices were used to study the impact of Principal officials’ high-knowledge background and their individual characteristics,such as their academic background,employment background and title background,on high-quality economic development.On this basis,the indirect effects of Principal officials’ highknowledge background on high-quality economic development are explored using the level of marketization and education expenditure as mediating variables,respectively.The study finds that the high-knowledge background of Principal officials significantly affects the high-quality development of local economy,and the effect of different individual characteristics varies,with the promotion effect of academic background and employment background being greater than that of title background.Moreover,central and western regions are more sensitive to this promotion relationship than eastern regions,and governors are more sensitive to this promotion relationship than provincial party secretaries.In addition,the level of marketisation and education expenditure play a significant mediating role in the process of Principal officials’ high-knowledge background influencing high-quality economic development,that is,Principal officials’ high-knowledge background can influence high-quality economic development by promoting the marketisation process and increasing education expenditure.
