Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to the work of internet security governance,putting forward the important concept that "there is no national security without network security." As a comprehensive law enforcement agency in the virtual world of the internet,the Cyber Security Police play an important role in the investigation of cybercrime and monitoring of internet public opinion.Therefore,research on the competence of " Cyber Security Police " personnel is more conducive to the construction of a political firmly attached,quality personnel in the network security department,ensuring the effective fulfillment of network security protection responsibilities.The specificity of the responsibilities and work content of the Cyber Security Police determines that the work goals of cyber police officers are different from those of ordinary police officers,and their competence requirements are also different.This study focuses on the research of "what is the competence of cyber security police-What should be done to improve it-How to achieve it",and carries out theoretical,empirical,and practical research on the "theoretical basis-model construction-current situation analysis-promotion strategy" of the competence of cyber security police.Based on the existing research at home and abroad and relevant theoretical basis,this study uses the "literature analysis method" and "key event interview method" to extract the elements of competence of cyber security police,and combines them with questionnaire survey method to verify the elements.Finally,the competence model of cyber security police is established,including 5 dimensions and 25 elements: "internet security expertise","cyber security skills","political quality","personal traits",and "motivation needs".By inviting relevant personnel from the network security department of L city to rate,we will investigate the current competency of the network security police in L city.Firstly,the performance of "political quality" is the best,but as a "sharp sword" team under the leadership of the Party,it still needs to be strengthened;Secondly,the performance of "network security business skills" is "average",with overall low scores and shortcomings that urgently need to be improved;Thirdly,the performance of "network security professional knowledge" is unsatisfactory,and the scope of basic knowledge and non business knowledge needs to be expanded;Fourthly,the overall performance of ’motivational needs’ is qualified,with no poor or even worse evaluations,but there is still room for improvement;Fifthly,the lowest score for "personality traits" is found,especially in terms of physical fitness,continuous learning,and innovative thinking,which have become a "roadblock" that affects the competency of L City’s cybersecurity police to reach a new level.Based on human resource development theory and competency theory,corresponding strategies are proposed in different dimensions to address weaknesses and deficiencies.Firstly,in the field of network security knowledge,such as making good use of the direct teaching method,consolidating the basic knowledge of network security,expanding and cultivating horizons,and expanding the breadth of network security knowledge.Second,strengthen the cultivation of business skills,such as optimizing participatory training and improving the big data application ability of Internet police.Thirdly,to enhance the level of political literacy,such as strengthening the study of political theory and forging excellent political character.Fourthly,improve personal traits,such as sorting out advanced typical guides and creating a continuous learning atmosphere.Fifth,lead high-end motivation needs,such as implementing preferential treatment policies for the police and meeting the basic professional needs of Internet police.
