Research On Involuntary Community Treatment System For Mental Disorders

The management of patients with mental disorders has always been an important aspect of the maintenance of public order by public security organs.Under the existing system,the public security organs have many difficulties in the management and control of patients with mental disorders.The specific manifestations are: the increasing demand from the mentally disabled patients themselves and social public safety leads to the continuous expansion of the extension of public security management and control;the passive delay of public security management and control;different stakeholders There are differences in the logic of practice;under the "pressure type" accountability mechanism,the public security organs tend to choose the "non-differentiated control" method.However,the root cause of these difficulties cannot be entirely attributed to the public security organs.The various problems exposed in the management of public security organs reflect from another aspect the problems existing in the early treatment and management of mentally ill patients in our country.From the perspective of public security management and control,the purpose of the research is to systematically review all aspects of the treatment and management of patients with mental disorders.The invisible empowerment of guardians and treatment institutions and the regulations on the coordination and linkage of stakeholders are flawed;the narrow understanding of "treatment right" leads to the lack of a closed loop for the treatment of patients;there are differences in the interpretation of "safety" by different stakeholders;The rights and responsibilities of stakeholders are not commensurate and the treatment system lacks important community support.Obviously,effectively protecting the right to treatment of patients with mental disorders is the key to breaking the predicament.The community is the area where most patients with mental disorders live and recover.Establishing a treatment system for patients with mental disorders at the community level is an indispensable and important link.However,my country currently lacks a strong institutional guarantee for the community treatment of mentally ill patients.On the basis of drawing lessons from foreign advanced experience,based on community governance theory and stakeholder theory,with patients’ right to treatment as the standard,the community as the carrier,and involuntary as the guarantee,the field of patient treatment is extended from the hospital to the community,and a suitable The involuntary community treatment system in my country’s actual situation enables the full implementation of the treatment framework of "prevention-treatment-consolidation" for patients with mental disorders.Involuntary community treatment is essentially an effective supplement to patient treatment and monitoring.It is necessary to do a good job in the system connection between it and compulsory medical treatment,to realize the orderly operation of the treatment and management of patients with mental disorders,and to ensure the full realization of the right to treatment of patients with mental disorders.
