Abstract/Summary:
At present,the "3:30 problem" caused by parents’ failure to pick up their children in time has been widely concerned by the society,and the Ministry of Education has introduced and implemented policies related to after-school services for primary and secondary schools to address this issue.The after-school service policy of primary and secondary schools is an important measure to effectively reduce the burden of schoolwork of primary and secondary school students both inside and outside the school,It is helpful to promote the improvement of comprehensive education quality.According to the development of The Times,the development process of after-school service policy of primary and secondary schools in China can be summarized into demand-oriented stage,social-oriented stage and policy-oriented stage.In the new era,the connotation and requirements of after-school service policy of primary and secondary schools have undergone substantial changes.At present,under the guidance of policy norms,the after-school service policies of primary and secondary schools in China pay more attention to the personalized development and healthy growth of students,and thus build a high-quality compulsory education system.However,due to the constraints of inertia thinking and traditional experience,the choice of policy tools can not fully meet the requirements of after-school service policies in primary and secondary schools in the new era,resulting in many problems in the selection process of policy tools.Therefore,it is necessary to optimize the selection of after-school service policy tools of primary and secondary schools in combination with the specific policy situation of local governments,so as to optimize the implementation process of after-school service policy and achieve the objectives of after-school service policy of primary and secondary schools in the new era.On the basis of systematically combing the existing research,this paper starts from the perspective of policy network,on the one hand,through the policy text analysis method,carries out quantitative analysis of the content of after-school service policy text in primary and secondary schools in Shandong Province,and analyzes the impact of the characteristics of policy network,policy objectives and the characteristics of policy tools on the choice of policy tools;On the other hand,combining the questionnaire and interview methods to understand the actual implementation of the policy.According to the actual implementation of the policy and the content of the policy text gap,we found the specific problems in the selection of after-school service policy tools in primary and secondary schools in Shandong Province.Summarize the problems and causes of the choice of policy tools,take the policy network and policy objectives as the key explanatory variables of the problems in the choice of policy tools,and explore the optimization path of the choice of after-school service policy tools.Through innovating the policy tool selection mechanism,choosing policy tools according to local conditions,promoting the precise matching of policy tool selection with policy objectives,standardizing the policy network environment in an all-round way and other policy tool optimization countermeasures,we can effectively alleviate the dilemma existing in the current policy tool selection.We can not only combine the characteristics of policy tools with policy objectives and policy network environment,Enrich the research perspective of policy tool selection,and help to promote the quality and efficiency of after-school service in primary and secondary schools,ensure the smooth realization of after-school service policy objectives in primary and secondary schools,and further improve the fairness of compulsory education.
