| At present,the main social contradictions in China have changed,which has brought up new requirements for the comprehensive capacity of social governance of the grass-roots level.The grid management emerges as the times requires.As an innovative model of social governance system,the grid management has been popularized and formed throughout the country consequently.As a pilot demonstration area for reform and innovation in China,Zhejiang Province tried its best to actively innovate and promote The General Grid Governance on the basis of the grid management,then launched comprehensive implementation of the general grid governance in 2017.According to territorial management,management status quo and geographical layout,it divides jurisdiction area into several grid-like units.At the same time,it emphasizes to drive multi-department governance resources down to the grids.The general grid governance pursues the governance effect of flat,refined,efficient and full coverage by implementing dynamic and all-round management of each grid.However,in the process of implementation,there is still a certain gap between the actual grassroots management effect and the idealized high requirements.This requires the local government to persistently optimize the general grid governance model.Taking Yueqing County as a case study,this paper obtains first-hand information of the general grid governance in the implementation process through literature research,questionnaire survey,field survey,and other methods.The paper summarizes and endorses the practical effects of the general grid governance model.However,the survey shows that there are still some problems in the implementation,such as the general grid governance occupied itself with too much non-grid tasks,poor management of the general grid staff team,low enthusiasm of the public to actively participate in governance,lack of cross-departmental collaboration operation,and insufficient motivation of the grid employees.After analysis,the reasons derived are unclear positioning of the government function of the general grid governance,inadequate management of the grid staff team,low salary and welfare for grid employees,little publicity of the general grid governance,and inadequate function of the management platform.This study proposes that the imperfections should be solved from the following aspects: further clarifying the work orientation and responsibilities of grid employees,strengthening selection and training,establishing a sound and reasonable salary and welfare system,comprehensively reinforcing the public opinion publicity of the general grid governance,optimizing the construction of management platforms.The paper aims to make every effort to promote and improve the general grid governance of Yueqing County. |
