Research On The Digital Transformation And Optimization Of Judicial Public Service

To improve the level of public service is an important direction of academic research on public administration and a key link in the process of realizing the modernization of government governance ability.Although the people’s courts are state organs that independently exercise judicial power according to the Constitution and laws,they are also similar to administrative organs and need to provide a large number of public services for the society,namely,judicial public services.However,different from the ordinary public services provided by administrative organs,the subject of judicial public services is the judicial organs,which has certain particularity,so the academic circle has carried out relatively limited research on it.With the gradual improvement of the public’s awareness of legal rights protection,more and more cases have entered the court.Especially after the reform of the court case registration system in recent years,the threshold of litigation has been further lowered,and the number of cases received has surged further.The problems of fewer cases,the insufficient scope of judicial services and the low efficiency of judicial services have become increasingly serious.Therefore,under the tide of informatization,to promote the digital transformation of judicial public services of courts is needed to improve the efficiency of courts and the quality of judicial services.After reading a large number of Chinese and foreign literature,the author summarized the literature and research results.On the basis of the new public service theory and the digital governance theory,combined with my own work practice and survey and interview records,the author carried out the research of this topic by integrating various research methods.Taking Y County People’s Court as a sample,after investigating and understanding the current situation and necessity of digital transformation of judicial public services,it further finds the existing problems in digital transformation,such as low enthusiasm for transformation,insufficient participation of the masses,limited application level of digital technology,limited informatization level of staff,and low level of data opening and sharing.The reasons for the above problems are analyzed in detail,so as to explore and put forward the improvement ways of transforming the concept of digital transformation of judicial public services,enhancing the publicity effect of online judicial public services,enriching the digital technology of judicial public services,strengthening the construction of digital judicial team,and establishing the guarantee mechanism of digital transformation,etc.,and explore how to,in the development process of digital technology,To optimize the digital transformation path of judicial public services,promote the people’s courts to perform trial and service functions more efficiently and efficiently,realize the modernization of trial capacity and trial system,and enhance the people’s sense of access to justice.
