Research On County Big Data Departments To Optimize The Public Service Capabilities Under The Background Of Digital Transformation

With the growing development of digital technology,the digitisation of government has attracted wide attention from communities.Technology and institutions have become important means during the digitisation of government.How to make great use of technological innovation and institutional innovation brought by digitisation of government,has practical significance for promoting public data service capabilities of county big data departments.Zhejiang Province was the first to propose and explore the digitisation of government.Y city(county-level-city)is a representative county model for Zhejiang’s digital transformation,as the "last mile" of data-service-oriented government,has direct and frequent contact with the public,is an important node of the government’s capacity,through high-quality and efficient digital technology development and data sharing,provides convenient services for the masses,emerge public data service capabilities of county government.This thesis applies digital governance theory,collaborative governance theory and process reengineering theory,sorted out the current situation of big data center in Y city,Find out the problems of county big data institutions through case studies,interviews and questionnaires.Thorugh the study,big data center in Y City has problems such as the public service needs to be strengthened,the data processing ability needs to be improved,technology cooperation ability is insufficient,the data sharing ability is weak,and inadequate informatization level of personnel.For the above,the county big data institutions must establish awareness of digital governance,improve platform intelligence,create a three-in-one coordination mechanism,promote data sharing and developing applications,and enhance technology staff.
