Research On The Problems And Countermeasures Of Modernization Of Rural Governance

The modernization of rural governance is an important part of the modernization of national governance.The "Opinions of the CPC Central Committee and The State Council on Strengthening the modernization of the System and Capacity of Grassroots Governance" is a programmatic document on the modernization of grassroots governance as China enters the new development stage.Local governments have achieved positive results and experience that can be extended through extensive practice and exploration in the establishment of modernized institutions,capacity building and mechanism innovation at the grass-roots level.Only by modernizing rural governance can we further stimulate the vitality of rural governance and comprehensively implement the goals and tasks of the rural revitalization strategy.Although F County’s ability and level of rural governance have been significantly improved after winning the tough battle against poverty,as a mountainous county just lifted out of poverty,there are still problems in rural governance,such as weak rural governance,a large gap in public services,the dilemma of autonomy,weak rule of law construction,and increased difficulty in ecological governance.In order to improve the capacity and level of grass-roots governance in an efficient and high-quality way,we must first find the weak points and entry points of grass-roots governance,and then improve in a direction and method.For F county,it is of great significance to carry out a survey of the current situation of rural governance,find out urgently needed governance weaknesses and governance problems,and take targeted policies to effectively improve rural governance capacity and governance level,provide solutions and countermeasures,and fully implement the rural revitalization strategy.Based on this,this paper takes D Town,F County,Shanxi Province as an example,comprehensively adopts literature research,field investigation,interview and other research methods,and evaluates the governance modernization level of each administrative village of D Town through an objective and scientific evaluation system.According to the evaluation results,the problems existing in the governance of each administrative village of D town and their causes are analyzed.We will find ways and measures to modernize governance.This will have important practical significance for D Town and its villages to improve their governance capacity and level,and also have certain reference significance for rural governance of similar small counties nationwide.
