Study On The Construction Of The Legal Village In Daiyue District Of Tai ’an City From The Perspective Of The Modernization Of Rural Governance

The modernization of rural governance is an important part of the modernization of national governance,and the construction of rural rule of law is an important cornerstone and guarantee to realize the modernization of rural governance.The Report of the 20 th National Congress of the CPC made special arrangements for "upholding the rule of law in an all-round way and promoting the construction of the rule of law in China",and the construction of the rule of law in rural areas is an important part of the construction of the rule of law in China.At present,the construction of rural rule of law is about to enter the historical intersection period of the first and second stages.In the perspective of rural governance modernization,it is not only necessary to conduct in-depth research on the participants,resource allocation and system construction of rural rule of law construction from the perspective of management,but also conducive to clarify the relationship and tasks among the various responsible subjects.Based on the above background,this study uses the literature research method to sort out the research status at home and abroad,and finds that there are quite abundant research results on rural governance and rural rule of law construction in the fields of sociology and law,but relatively few studies on rural rule of law construction as a rural governance issue from the perspective of public management,so as to determine the research ideas and theoretical basis.From the theory of cooperative governance,the theory of good governance,and the theory of socialist rule of law with Chinese characteristics,three principles of rural construction under the rule of law are sorted out: diversified governance subjects,collaborative governance structure and people-centered governance concept.Taking case analysis as the main research method,this paper summarizes three problems in the construction of rural areas under the rule of law: insufficient governance subject ability,weak execution force and poor governance effect.It points out that the reasons for the problems in the construction of rural areas under the rule of law include: the absence of government in the construction of rural areas under the rule of law,the shortage of legal talents and farmers’ weak concept of the rule of law.This paper summarizes the experience of multi-subject participation,clear responsibility,cost reduction and talent supplement from the excellent cases of legal village construction in China.Finally,it puts forward the countermeasures and suggestions to promote the construction of rural rule of law from the perspective of the modernization of rural governance: first,multi-subject cooperation to build a general pattern of rural rule of law construction;second,strengthening the construction of system to build a new situation of good governance in rural areas;third,strengthening the construction of legal talents to consolidate the foundation of good governance in rural areas;fourth,people-oriented,cultivation of harmonious and good rural rule of law culture.
