Explore The Village Party Organization Secretary "Shoulder To Shoulder" The Dilemma And The Way Out From The Village "Two Committee" Election

The policy of "one shoulder to shoulder" for village Party organization secretaries is one of the necessary ways to consolidate the ruling foundation of the Party at the grassroots level,improve the way and system of governance at the grassroots level,promote rural revitalization,and promote high-quality development.It is an inevitable requirement to strengthen the leadership of the Party and consolidate the leadership position of village Party organizations,and an organizational guarantee to realize the modernization of rural governance.The system of "one shoulder" for the secretary of the village Party organization and the director of the village committee enables the village Party organization,the village committee,the village collective economic cooperatives and other organizations at the village level to realize the direct leadership of the Party,further consolidating the leadership position of the Party,and further strengthening the Party’s overall leadership over the countryside.We will further promote the in-depth development of rural governance,enable rural revitalization,and provide a solid guarantee for the sound operation of community-level governance.In 2021,Shanxi Province carried out the work of replacing the village(community)"two committees".C City successfully completed the election of the 12 th Villagers committee on November 30,and carried out the mode of "one shoulder" for the village Party organization secretary.In the process of implementation,obvious results have been achieved.However,it also highlights a series of problems such as the lack of integration between the initial implementation of the policy and the actual local conditions and the difficulty in the development of rural grass-roots teams.This paper holds that the policy of "one shoulder to pick" for the village Party secretary has its objective necessity in time and politics.This paper takes the process of C city election as an example,studies the difficulties faced by the village party secretary "one shoulder" policy in the implementation process and the causes of difficulties,and explores and summarizes the path to optimize the implementation efficiency of the village Party secretary "one shoulder" policy.
