| Since the 19 th CPC National Congress,the CPC Central Committee with Comrade Xi Jinping as its core has made a major decision to comprehensively implement the "one-shoulder-pick" policy of the secretary of the village party organization in order to strengthen the Party’s overall leadership over rural work,promote the implementation of the rural revitalization strategy and improve the efficiency of rural governance.The year 2022 is the year of acceptance that the proportion of "one shoulder to pick" required by the strategic plan of rural revitalization for the secretary of the national village party organization and the director of the village committee should reach the expected goal of 50%.It is also the first rural term change in 2019 when the No.1 central document of the Central Committee of the Communist Party of China clearly proposed to comprehensively implement the "one shoulder to pick" of the secretary of the party organization.At present,the work of "two committees" in rural areas has ended.In the work of this term change,in order to strengthen the leadership of the grass-roots party organizations,various regions have adopted different ways to comprehensively promote the realization of "shoulder to shoulder" of the secretary of the village party organization,but different difficulties have emerged in the process of promotion and after the term change.In this paper,the author selects Z County of Shanxi Province as the research object,and analyzes the practice of "shoulder to shoulder" work of the village party organization secretary in this county.This paper is mainly divided into five chapters.The first and second chapters summarize and sort out the concept,development process and research results of the "shoulder to shoulder" of the secretary of the village party organization by consulting the current relevant books,journal documents,and policy documents on the work of rural transition,grass-roots governance,and strengthening the overall leadership of the party.The third chapter is to study the practice of "shoulder to shoulder" of the secretary of the village party organization in Z County by using the methods of discussion,interview and investigation,and data collection,including the preliminary basis,main practices,and operational results.The fourth chapter is an in-depth analysis of the situation in the interview and investigation,and found that some difficulties encountered in the process of implementing the "one-shoulder" policy of the village party organization secretary in Z County,which are embodied in the immature conditions for the implementation of the "one-shoulder" policy,the difficulties of the "one-shoulder" candidates to be competent,the difficulties in the operation of key difficult villages and the difficulties in the implementation of the supervision mechanism.The fifth chapter gives corresponding suggestions from the perspective of optimizing the realization path of "one-shoulder" of the secretary of the village party organization,including promoting the "one-shoulder" of the village party organization according to local conditions,improving the grass-roots governance capacity and governance level,strengthening the whole process of supervision and implementation,and improving the supporting system and mechanism.This study objectively understood the comprehensive implementation of the "one-shoulder" policy of the village party organization secretary in Z County,and collected many typical and representative cases,which can provide certain materials for relevant in-depth research,and put forward measures to further improve and optimize the "one-shoulder" policy of the village party organization secretary,with a view to providing some reference for the promotion of rural governance capacity through strengthening party construction under the new situation. |
