A Study On Community Governance Guided By Party Building From The Perspective Of Political Party Governance

Leading community governance through party building is an important part of the modernization of grassroots governance systems and governance capabilities in the new era.The report of the 20 th National Congress of the Communist Party of China once again proposes to strengthen the party building work in urban communities and promote grassroots governance led by party building.Among them,how to give full play to the leading role of grassroots party organizations in community governance,and then improve the effectiveness of community governance,has gradually become an important issue facing grassroots community governance.Based on this,this study takes D Street in L City as a research case,collecting relevant data through participatory observation,in-depth interviews,literature review,and other methods,attempting to conduct multi-dimensional,multi-level,and multi-agent analysis of the research case,and in-depth analysis of the practice patterns,practical issues,and practical paths of D Street’s party building leading community governance.The study found that D Street further constructs a common action pattern of community governance through exploring the mechanism of mutual assistance between party members and residents,optimizing the power,responsibility,and function matching mechanism of grassroots organizations,and achieving the goal of resource integration and joint construction in the jurisdiction.However,in the practice process of D Street,there are also problems such as hindered coordination among some governance entities,low efficiency in the integration of community resources by grassroots party organizations,and lack of accountability in the governance of grassroots party organizations.In grassroots community governance,the Party organization is in the leading core position of "taking overall responsibility and coordinating all parties".Leading community governance by party building is a key path to promote party building and modernization of grassroots community governance under the new historical conditions.Therefore,the study believes that leading community governance through grassroots party building needs to be realistic and problem-oriented,through the empowerment of community governance elements,break the barriers to collaboration between governance entities,promote grassroots party organizations to fulfill their responsibilities,and further provide organizational guidance and service guarantees for the modernization of grassroots community governance.Overall,community governance led by grassroots party building is a development process of continuous innovation and exploration.Under the leadership of the Party,"Party building guidance" continues to promote grassroots community governance,consolidate the Party’s grassroots political power,and achieve the construction goal of modernization of grassroots community governance.Ultimately,"Party building leads community governance" continues to improve the level of rule of law,scientificity,refinement,and organization in grassroots communities,becoming a key way to enhance people’s sense of gain,happiness,and security.
