Practice Path And Logical Mechanism Of Community Governance Guided By Party Building

In the context of China,the community has a special position.It is the "last kilometer" of the communication between the Party and the government and serves the people.It affects the diverse forces of the party and the government,the society and the market.It is precisely because of this distinctive characteristic that it is bound to be a place where contradictions and interests of multiple governance subjects arise.Entering the new era,new challenges and requirements have been put forward for community governance,and community-level party building leading community governance has become an important content to promote the high-quality development of community governance.In recent years,the grassroots party building has made great progress in the organizational construction level,and basically realized the full coverage of the Party organization at the community level.There are many innovative practical experiences in community governance led by the Party building.Based on the holistic governance theory and governance theory,this thesis uses research methods such as in-depth interview method,case study method and participatory observation method to select the S community in Jining City,which is typical of community governance led by Party building,as the object of study.The study found that before the implementation of the "Four Red mode",S community,under the background of heterogeneous governance concept,unitary governance structure and fragmented governance process,did not give play to the advantages of grass-roots party organizations and residents had a low degree of autonomy.Starting from optimizing governance structure and reconstructing governance process,S community holds high the governance concept of "people-oriented" and "win-win cooperation" and innovates the "Four Red mode" of community governance led by the Party building of "red fortress,red property,red sail post and red business circle",which effectively alleviates the fragmented dilemma of traditional S community governance and improves the level of community governance.The author focuses on the practical cases of S community Party building leading community governance,combines with the analytical framework of the overall governance theory,and proposes to understand the logical mechanism of the "four red mode" of S community Party building leading community governance from three dimensions:governance concept,governance structure and governance process.That is,in terms of governance concept,new governance concept and governance tools are introduced to solve people’s problems as the core.Attach great importance to the role of information technology in the process of social governance;In terms of governance structure,it emphasizes the integration of governance levels,the diversification of governance subjects and the effectiveness of governance system,and the effective integration of government organizational structure and form.In the governance process,through strengthening the leading role of grass-roots Party organizations in the community,to enhance the cooperation between grass-roots Party organizations and other governance subjects,the use of information technology to help the refinement of community services to realize the reconstruction of community governance process.Finally,the author summarized the full text and extracted the effective governance experience of the "Four Red mode".However,at the same time,the author found that there were imperfections in the grid management process of S community during the investigation of the community,which hindered the sound development of community governance led by the Party building of S community.Therefore,the author proposed the corresponding improvement and optimization path.
